Description
The Bureau of Reclamation intends to issue and Invitation for Bid for a firm-fixed price construction contract to construct and complete the rehabilitation of three single-phase, 175-MVA power transformers located at the J.F. Carr Powerhouse, approximately 15 miles northwest of Redding, in Shasta County, California. The transformers were manufactured by Westinghouse Electric Corporation in 1962. The powerhouse can only be taken out of service for a limited time period (November 1, 2004 through January 31, 2005). Principal features of the work include: Remove and store in the Contractor's own temporary storage facility a total of 33,900 gallons (11,300 gallons per power transformer) of insulating oil from three 175-MVA power transformers; Finish and install new gaskets on all transformer tank penetrations on three single-phase 175-MVA power transformers; Process and test 33,900 gallons of insulating oil; Refill transformer tanks with processed insulating oil; Furnish and install new gaskets on all Isolation-phase bus work; Clean up and remove spilled oil on the transformer deck and paved surface due to Contractor's operations; and Clean up and remove oil in the Government's oil spill containment concrete sump due to Contractor's operations. The magnitude of this project is between $500,000.00 and $1,000,000.00. Period of Performance is 120 Days. In accordance with Federal Acquisition Regulation Clause 52.232-18, entitled "Availability of Funds", funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds. This is an unrestricted solicitation and all offers from responsible concerns will be considered. FAR Clause 52.219-4 "Notice of Price Evaluation Preference for HUB Zone Small Business Concerns" applies. NAICS Code is: 237310 and size standard is: $28.5M. Solicitation 04SI202049 will be posted on the FEDBIZ OPS web site at http://ideasec.nbc.gov on or about July 30, 2004. The estimated date for receipt of bids is on or about August 31, 2004. The solicitation and specifications MUST be downloaded at the above site, with drawings being mailed to you by hardcopy. No paper copy of this solicitation will be distributed with the exception of the drawings. You must register on the Bidder's Mailing List to receive the drawings.
