- The Bureau of Reclamation intends to negotiate on a sole source basis with Mr. Jim Erwin, for continued engineering geologist services he has provided since the inception of the River Basin Dam project in 1992. Mr. Irwin is solely qualified to execute the pending requirement since he provided all required consultant services during the Government's initial design and final redesign phase(s) of the River Basin Dam Project. The Government will shortly execute construction of the River Basin Dam. Mr. Erwin's oversight during the construction phase will include construction analysis of differing site conditions and assurance that the government complies with its own design specifications during construction. The Government intends to solicit and negotiate under the authority of FAR 6.302-1. Required continuity of service will be jeopardized if the Government considers another source since Mr. Erwin solely executed, in conjunction with permanent Government and contractor consultant review board members, a redesign that essentially reduced the size, scope, and configuration of the embankment. Mr. Erwin was responsible for geological review and oversight of the modified embankment and outlet works to include design, analysis, and specification(s). Mr. Erwin is also intimately familiar with all site geological conditions; testing procedures; testing results and analyses that will facilitate timely execution of pending construction. The Government will not consider additional sources at this time. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R.
