- Description
- The Department of Interior (DOI), Minerals Management Service GovWorks, intends to solicit full and open competition in accordance with FAR 6.102(b). This competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Office of the Assistant Deputy Under Secretary of Defense for Environmental Safety and Occupational Health (ADUSD-ESOH), and in accordance with FAR Part 12. ADUSD-ESOH has been tasked to consolidate environment, safety and occupation health domains under the auspices for the DoD Business Management and Modernization Program. The ADUSD-ESOH desires to establish a prime-integrating contract (PIC) to facilitate the institutionalization of the Enterprise Environmental Safety and Occupational Health (EESOH) MIS throughout the DoD. The EESOH PIC shall support the transformation of the DoD from stove-piped Environmental Safety and Occupational Health (ESOH) management to integrated ESOH management in support of Environmental Management Systems and Environmental Safety and Occupational Health Management Systems. Under the modernization efforts of the DoD, the Prime Integration Contractor shall provide business process improvement operations, policy and process documentation support, training and seminar preparation and execution, information technology shutdown, information technology development, component onsite implementation support, data management services, operational support and problem resolution, consulting services and technology insertion support, process optimization and reengineering support, regulatory compliance and impact resolution support, risk analysis and data mart operations. The resulting award from this procurement action will be a five year IDIQ contract. Offerors able to provide the required services are invited to identify their interest and ability to meet the requirements by submitting their qualifications/capabilities and any other information which shows a bona fide ability to meet these requirements. HOW TO RESPOND: GovWorks intends on using a multi step evaluation process as identified in FAR 15.202. In order to compete for this contract, interested parties MUST demonstrate that they are qualified to perform the work by providing a Capabilities Statement detailing: (1) Your Key Personnel who would have the primary responsibility for performing and/or managing the work with their qualifications and specific experience; (2) your organizational experiences including your business size; (3) specific references (including contract number & project description, period of performance, dollar amount, client identification with point of contact & telephone number) for previous related work that your key personnel or organization have performed. THIS CAPABILITY STATEMENT IS DUE NO LATER THEN 5:00 PM EASTERN TIME ON 23 JULY, 2004. All submissions must be via Email to Alan Rumney at Alan.Rumney@mms.gov. The email and all attachments must be less then three megabytes in size. All capability statements must be NO MORE THEN 15 PAGES IN LENGTH. Any Capability Statements longer then 15 pages will be determined non-responsive to this notice and may be discarded at the reviewing offices discretion. Your Capabilities Statement will be evaluated based on your key person's skills, abilities and experience; and your organization's experience and past performance. Following review of all Capability Statements, a list of those deemed capable and qualified to perform the work will be established and the qualifiers will be notified and provided additional proposal instructions and solicitation requirements.
