Description

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-03-G-6550 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. Within NAVAIR, PMA-209 is assigned overall Program Management responsibility for the acquisition and logistics support being provided by both field activities and NAVAIR personnel. This requirement is for for data required for the RT-1851(c)/ARC ? SATCOM w/ embedded COMSEC (Warrior RT) radio developed and manufactured by Rockwell Collins. This radio is the next generation of ARC-210 radio and was developed as an Engineering Change Proposal under an existing NAVAIR contract. The data to be deve;iered includes the Equipment Specification, Version Description Document, Interface Control Document, Acceptance Test Procedures, Installation Control Drawings, Software Verification Test Results, Repair Verification Test Procedures, F3I Plan, Tempest Control Plan, Tempest Test Plan, Tempest Test Report, Theory of Complaince Report, Equipment Installation Instructions, Software Verification Test Procedures, Maintenance Report Plan, LSA Plan, Logistics Support Analysis Report, and Operational Level Source Data. As Rockwell Collins was the sole developer of this radio, they are the only capable source of providing the requested data. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
