- The Department of the Navy?s (DoN) Strategic Sourcing Acquisition Center of Excellence (SSACOE) is soliciting proposals to provide contractor support services for the Navy?s Strategic Sourcing Programs. Prospective contractors shall provide services and/or products to support agencies in the implementation and continuation of management, organizational, and business improvement efforts related to the Navy?s Strategic Sourcing Programs. Examples include, but are not limited to, services to support Office of Management and Budget (OMB) Circular A-76 competitions such as: preliminary planning, performance work statement (PWS)/statement of work (SOW) and quality assurance surveillance plan (QASP)/performance assessment plan (PAP) development, market research, facilitation, and training. Services may also include privatization or divestiture analysis support associated with other DoN Strategic Sourcing Programs. These services are to be obtained by means of a multiple award indefinite delivery, indefinite quantity, firm-fixed-price (FFP) solicitation using both term and completion task orders. We estimate awarding a minimum of three (3) contracts. The contract will have a performance period that includes a 12-month base year with four one-year options. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. Proposal evaluation will be in accordance with the procedures set forth in Section M of the Request for Proposal. It is the Government's intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments; therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. We will offer one set-aside to small businesses and the remaining awards will be unrestricted. The NAICS for this procurement is 541611 with a size standard of $6 Million. RFP issuance date will be on or about July 23, 2004 and proposals will be due approximately 30 days later.
