Description
NASA/LaRC has a requirement for Array Microphones and Amplifiers to be used for high fidelity noise measurements for advanced duct noise studies. NASA/LaRC intends to purchase the items from Bruel & Kjaer North America, as the Bruel & Kjaer system is the only source with a microphone system for which phase-matching end-to-end (through the microphone, preamplifier, and signal conditioner) is certified. The system is also the only one which publishes the phase response spectrum, gives common-mode rejection data, and whose frequency response is certified flat over the frequency range of interest. The specifications for the Array Microphones and Amplifiers are provided in Attachment 1 - Specifications. The authority for this sole source acquisition is FAR 13.106-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 28, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
