Description
This is a combined synposis/solictaion for commercial items prepared in accordance with the format 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W914NS-04-Q-2420, is issued as a Request for Quotations (RFQ). This action is unrestricted and provides for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13 and DFARS Change Notice 20020531. All firms or individuals responding must be registered with the Contractor Registration (CCR) at www.ccr.gov. The associated NAICS code is 334111. The Coalition Provisional Authority (CPA), Baghdad, Iraq has a requirement for the Iraqi Ministry of Electricity as follows: Description and specification requirements are as stated in the below Statement of Work and line items that follow: STATEMENT OF WORK (SOW) Enhancement of Transmission System Design and Analysis Capabilities 1.0 Background The Coalition Provisional Authority has identified the need to train and equip the Ministry of Electricity (MOE) with transmission line Computer-Aided Design and Drafting (CADD) software and hardware, which are listed below. The software Commercial Off-the-Shelf (COTS) will be able to model and optimize designs for the Iraqi electrical power transmission system. It will include conductor clearance analysis, structure loading reports, design documentation, and line re-rating capability. Its output will be an efficient, economical, transmission line design package. The software will have sufficient capacity to model all existing and potentially planned transmission facilities in the Iraqi system. The hardware will be able to operate with CADD software and serve the appropriate group of users. Hardware, software, licenses, etc, shall be provided for ten concurrent users. 1.1 Technical Requirement CADD Software must be capable of providing accurate results to reflect design requirements of strength factors, safety factors, loading conditions, and other criteria required for complete design drawing packages, including bills of material, plan and profile drawings, and structure utilization reports. The CADD software will be able to produce the following reports: structure usage, cable usage, terrain clearances, structure clearances, wire clearances, wind and weight spans, departure angle and wire offset, structure loads, section sag and tension, section stringing tables, vibration damper recommendations, staking tables, staking material tables, and thermal rating reports. 1.1.1 Reference Conditions: For computer equipment and peripherals: Voltage: 220-240v Frequency: 50Hz For electric lines to be designed: Voltage: 400kV, 132kV, 33kV and 11kV 1.2 Training Requirements Provide current assessment of skill levels for personnel identified and develop training requirements. Define specific training needs for software and hardware and provide training for up to eighteen people on its proper use. Successful installation and training will be documented by successful completion of 1 (one) design project, minimum 5kM long, including design data package by trainee class, and successful completion of 1 (one) rerating study, minimum 5kM long, including recommendations report by training class. 2.0 Objectives The Contractor shall: (1) install on-site 10 (ten) computer workstation and all peripherals as identified in enclosure 1. Locations will be determined by the MOE and will be in various locations inside Iraq; (2) Install on-site all software; (3) Conduct 120 hours of on-site training for 18 Design Engineers. 3.0 Tools and equipment. The contractor shall provide all personnel, transportation, tools, training aids (including handouts), and training equipment. 3.1 Work Requirements: The contractor shall provide a broad range of functional expertise: Management, planning, execution, communication, interpreter/translation, and integration. 3.2 Task: Training: After conducting a current assessment of skill levels for personnel identified by MOE develop a training program on all CADD software. A total of 120 hours of on-site training on the transmission line CADD software will be provided. Classroom/on-site training will incorporate 18 Design Engineers identified by the MOE. 3.2.1 Hardware and software will be delivered within sixty days ARO contract. The training program is to commence within two months of contract execution. 3.2.2 The Contractor will provide one year of distance support. Support will cover software and hardware. All hardware components/parts will have a one-year warranty. 3.3 Task: Provide Interpreter/Translators - The contractor shall provide interpreter/Translators for the trainers. Translators/interpreters will speak target language (Iraqi dialect or Arabic or Kurdish and English language) fluently and will be hired by the contractor, as needed. Trainers and Interpreter/Translators are not required to have security clearances. The contractor will provide all translation activities to support the mission. To ensure greater translation accuracy and standardization, the Interpreter/Translators (I/T) who translate should also be part of the team that provides the block of instruction translation. The ideal I/T who provide translation during training will be fluent in the Iraqi dialect or Arabic language. The contractor will fill all remaining I/T requirements from within Iraq. Local hires must be screened in accordance with Paragraph 3.4 below. 3.4 Task: Personnel Screening: The contractor will screen ITs. The screening system will, at a minimum, involve the applicant filling out a questionnaire designed by the contractor. The completed questionnaire will be reviewed by U.S. citizen contract personnel with the assistance of an IT already working for the Coalition. Discrepancies will be evaluated and biographical information will be verified using Coalition prisoner of war records, recovered Iraqi records and intelligence databases. The CPA or subsequent national authority will provide available databases in Arabic or English depending on the source. 4.0 Deliverables: 4.1 Transition Plan: The contractor shall deliver the draft plan describing its concept of operation and scope of effort within 5 working days following contract award. The Contracting Officer Technical Representative (COTR) will provide written comments within five workdays after receipt of the draft. The contractor shall incorporate COTR written comments/changes and deliver a revised transition plan to the COTR for approval within three working days of the receipt of the changes. 4.2 Quality Control Plan (QCP): The contractor shall establish and maintain a QCP to assure quality of performance under this contract. The QCP shall be the basis of the Contractor?s Quality Control Program and shall address all quality requirements specified elsewhere in the performance work statement. It shall address at a minimum specifics regarding how the contractor will measure success of each training course, how the contractor will obtain proficiency of training based on the doctrine provided, and how to determine from the training which students successfully complete the POI. The plan shall indicate the information flow to the Government and Government access to all contractor documentation, reports, and files. The plan shall include: 4.3 Training Records: The contractor shall develop and maintain an acceptable system of basic training records for each trainee enrolled in any of the courses. The format for training records shall be developed by the contractor and approved by the COTR. 4.4 After Action Report (AAR) ? The contractor shall deliver a final AAR within 20 working days of the conclusion of all training. The AAR will, as a minimum, address major accomplishments, observations, and problems encountered and recommended solution. 5.0 Supporting Information 5.1 Costs. All costs, less student salaries, are to be borne by the contractor. 5.2 Local Customs and Culture: The contractor shall adapt Programs of Instruction (POI), Training Support Packages (TSPs) and other aspects of training to local Iraqi conditions and culture. Contractor shall provide the necessary expertise for that purpose. Contractor shall ensure that its personnel include the necessary experts to conduct the operation effectively with respect to cultural concerns and sensitivities. 5.3 Requirements and Key Tasks: The contractor shall form a team under a designated program coordinator, who will direct activities in functional areas such as team personnel management, training operations, internal budgeting, internal cadre life support, and quality control of team training efforts. The team shall be responsive to the oversight of a designated Coalition (CPA or subsequent national authority) commander working in conjunction with the Ministry of Electricity, through his designated Contracting Officer Technical Representative (COTR), and the Contracting Officer Representative (COR) to carry out all major tasks of the contract. 5.4 Personnel Qualifications: 5.4.1 Project Management Team: The contractor shall provide experienced, highly qualified personnel who will exercise overall project management and oversight responsibilities for the planning, programming, and execution of the team training requirements and tasks. The contractor will establish a management headquarters at the training site. All team members must undergo due diligence and positive vetting by the Contractor. Fluency in the English language is required. 5.4.2 Trainers: All trainers must be experienced in the specific areas to be trained and must be recommended by software provider. All team members must undergo due diligence and positive vetting by the Contractor. Reasonable fluency in the English language is required. 5.5 Travel: All travel will be coordinated with the contractor. 5.6 Data and Intellectual Property Rights: The Government owns the copyrights to all deliverables developed under this contract IAW DFARS Clause 252.227-7020 (Rights of Special Works ? June 1995). Contractor use of any derivative works, as defined by FAR and DFARS, is prohibited absent the express written approval of the Contracting Officer. 5.7 Security Considerations: This contract is UNCLASSIFIED. The contractor workforce is not required to have DoD security clearance to perform the described effort. 5.8 Other Considerations - The contractor shall be responsible for compliance with local laws, standards, and associated requirements affecting the safety and health of contract employees while on duty. The contractor is advised to assume that violations of local criminal law, committed by members of the training force are subject to the authority of the CPA, the legal authority in Iraq, or subsequent national authority. In accordance with Federal Acquisition Regulation 52.216-1, Type of Contract, the Government anticipates award of a firm fixed price contract, within 30 days After Receipt of Order (ARO) with delivery as specified above. The exact destination for delivery will be incorporated into the award document. Payment terms are wire to wire SWFT transfer after final inspection and acceptance at destination. All tariffs and duty into Iraq are unpaid, all other taxes and duties are the responsibility of the contractor. All shipments shall be marked Iraq Reconstruction Program and Shipment in transit for Humanitarian Purposes. Customs Levy Exemption. The contractor shall prepare the Reconstruction Levy Exemption Form at the Logistics Tab on www.Rebuilding-Iraq.net for any shipments of materiel or equipment imported into Iraq in performance of this contract. The completed form must accompany each shipment into Iraq and a copy emailed to pmo-sloc@baghdadforum.com The following clauses and provisions apply to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, INSTRUCTIONS TO OFFERORS, COMMERCIAL ITEMS, including the following instructions: Offerors shall submit an Original proposal and one Copy. The copy of the proposal submitted is for evaluation purposes and shall not bear any logos, trademarks, company names or points of contact information that would identify the Offeror. Proposal shall be submitted in three (3) separate volumes: Volume I, Price proposal which shows the proposed unit price for each line item, the extended total price for each line item, and the total overall price for all line items. Offerors Price proposal shall be no longer than four (4) pages. Volume II, Technical proposal with supporting information or product literature/specifications for the proposed items that demonstrates a clear understanding of the specifications stated in the SOW. Technical submission should not exceed ten (10) pages. Volume III, Past Performance proposal that describes three projects your firm has completed similar in scope to the SOW. References shall be recent (within the last 3 years of the date of the quote). Past Performance shall not exceed two 2 pages. The references should be limited to a brief description of the service provided, together with points of contact, title, phone number and email address. Each reference shall include a contracting and technical point of contact. The government may supplement the information it may obtain from any other source including its own experience with your firm, or information concerning your performance from any other reliable source. Although, not an evaluation factor, offeror should discuss if they will be able to comply with delivery requirements. Use type character of 10 pitch or higher, Arial font preferred. No attachments are allowed and only the front of a page shall be used. A page that has material on back and front will count as two pages. The contracting officer may determine proposals that deviate from these type-size and page limitations as nonresponsive. EVALUATION AND AWARD: The Government anticipates making an award to the responsive, responsible offeror whose proposal conforms to the solicitation and provides the Best Value to the Government price and other factors considered. EVALUATION FACTORS AND RELATIVE ORDER OF IMPORTANCE: Price, Technical and Past Performance. Technical approach and Price are equal, and when combined, are more important than Past Performance. Offerors Price Proposal will be evaluated to determine price realism and reasonableness. Both individual CLIN prices and the proposed total contract value for the quantities specified in the solicitation will be evaluated. Prices which are excessively high or low may be considered unrealistic and unreasonable, and may receive no further consideration. Offerors Technical Proposal will be evaluated on the methodology used in performing the requirements in the SOW. Technical Acceptability is defined, in order of priority as: (1) contractors ability to meet, or exceed, the required program schedule, and (2) documented corporate technical experience in conducting the requested training. To be technically acceptable, the submitting bidder shall demonstrate recent experience in the requested training and shall provide past performance information. Contractors shall submit a proposed schedule to accomplish this training. At a minimum include a description of the Terminal Learning Objectives, Method of instruction, and Course schedule. Past Performance will be evaluated based upon the information submitted by the contractor in accordance with Instructions to Offerors above. Basis for award. The contract award (to one or multiple offerors) will be based upon an assessment of each offeror's ability to satisfy the solicitation requirements. All interested, responsible firms should submit quotes in accordance with the above additional Instructions to Offerors, Commercial Items no later than 8:00 A.M.
