- This is a amendment to the combined synopsis/solictation previously posted (restated below). This amendment is being issued to answer questions regarding this combined synopsis/solictation. Answers to the questions are attached to this Synopsis. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS, PREPARED IN ACCORDANCE WITH FAR SUBPART 12.6 - STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS - AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE HEREBY REQUESTED AND NO FURTHER WRITTEN SOLICITATIONS WILL BE ISSUED. THIS SOLICITATION IS FOR FIRM FIXED PRICE QUOTATIONS AND IS ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. The solicitation number is EA-27 and issued as a Request for Quotation (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2001-23. The associated North American Industrial Classification system (NAICS) code for this acquisition is 518210 with a small business size standard of $21.0 million. This acquisition is set aside for small business. The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Services (NESDIS), International & Interagency Affairs Office (IA) has a requirement for Support For Earth Imaging Satellite Tool Database. NOAA/NESDIS/IA has procured a satellite information management tool to provide information on the variety of land remote sensing data available from both civil and commercial satellites worldwide. For additional information see http://commavail.noaa.gov/controlcenter.cfm. This database is a catalog containing both existing satellites and proposed satellites. The information in the database is solely from public source information. NOAA is interested in information that will updated as required by events as a continuing function so that it can be relied upon as NOAA’s basic information resource of all Earth Observing Satellite Programs, including U.S. Government, domestic, foreign, and commercial. The contractor shall perform the following four tasks to update the NOAA Satellite Information Tool. TASK 1. UPDATING INFORMATION WITHIN THE DATABASE a) The Contractor shall survey the existing Satellite Information Tool database and immediately begin to update the information within the database. The Contractor shall be responsible for all updates to the existing database, both from a substantive and technical perspective, to be performed on a bi-monthly basis. b) For obtaining information for the database updates, the Contractor shall use only publicly available information. c) The Contractor shall be responsible for updating existing database records and fields within individual records, as well as, providing new records to the database as a new land remote sensing satellite mission information becomes available. d) The Contractor shall insert the updated satellite mission information into the database. The Contractor shall travel to NOAA facilities in Silver Springs, Maryland, as necessary, to perform the database updates. e) The Contractor shall provide written reports to NOAA/NESDIS/IA as to what information is being added or updated. These reports shall be provided at the time of the physical updates to the database. TASK 2. TECHNICAL UPDATES TO THE DATABASE The Contractor shall modify the existing structure of the database to make it more user friendly. Specifically, the Contractor shall be responsible for adding a mechanism for grouping satellites by country of origin and for adding a search by word function. TASK 3. RESEARCHING THE INFORMATION FOR THE DATABASE The Contractor shall research the data that is missing from certain fields containing the records of planned satellites. The Contractor shall develop and implement a strategy for filling in the missing data within the database. This shall include, but is not limited to, soliciting companies and foreign space agencies, conducting survey research, performing internet research, and attending relevant conferences. The Contractor shall report to NOAA about this strategy. Information obtained shall be inserted into the database by the Contractor as part of the regular updates to the database. TASK 4. CONTINUOUS UPDATES AND MANAGEMENT The Contractor shall continue to update and manage the Satellite Information Tool database to serve as NOAA’s information base for U.S., foreign and commercial Earth sensing satellites. The Contractor shall identify the activities and expected costs associated with the maintenance of this database tool. The Contractor shall suggest modifications to the database to make it more user friendly. DELIVERABLES TASK 1: Survey of Existing Database provided one (1) month after award, Immediate Update to the Database provided two (2) months after award and Continued Updates to the Database provided bi-monthly, thereafter. TASK 2: Technical Updates to the Database provided three (3) months after award. TASK 3: Information Strategy on Acquiring Missing Information provided three (3) months after award. TASK 4: Requirements for Future Updates and Database Tool Management provided eight (8) months after award. CLIN 0001, The Contractor shall provide all deliverables, materials and services for the performance of TASK 1, UNIT=1, PRICE $__________. CLIN 0002, The Contractor shall provide all deliverables, materials and services for the performance of TASK 2, UNIT=1, PRICE $__________. CLIN 0003, The Contractor shall provide all deliverables, materials and services for the performance of TASK 3, UNIT=1, PRICE $__________. CLIN 0004, The Contractor shall provide all deliverables, materials and services for the performance of TASK 4, UNIT=1, PRICE $__________. TOTAL PRICE $__________. The Contractor shall propose a firm fixed price for each task. The firm fixed price shall include the cost for all aspects of this requirement including the Bimonthly reports. FAR 52.212-1, Instructions to Offerors–Commercial Items (Jan 2004), applies to this acquisition requirement. This FAR reference can be retrieved from the Internet at the following url: www.arnet.gov./far. In accordance with FAR 52.212-1, offerors shall show the solicitation number, the time specified in the solicitation for receipt of offers, the name, address and telephone number of the offeror, a technical description of the items being offered in sufficient detail to evaluate compliance with these requirements, price, remit to address, if different than the mailing address, and a complete copy of the representations and certification at FAR 52.212-3,Offeror Representations and Certifications–Commercial Items (May 2004). Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in this solicitation FAR 52.212.-2 Evaluation–Commercial Items (Jan 1999) is application to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The technical evaluation factors are technical approach, personnel qualifications, and similar experience. The evaluation factors, other than price, when combined are significantly more important than cost or price. FAR 52.212-4, Contract Terms and Conditions–Commercial Items (Oct 2003), applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders–Commercial Items (May 2004) applies to the acquisition with the following numbers items from the clause marked as applicable: (1), (3), (7), (13) through (19), (24), and (30). Offerors shall submit an original and two copies of the information specified by FAR 52.212-1 as stated above, including a description of the offeror’s technical approach to meeting the requirement, personnel qualifications, and similar experience citing other work. Include contract/PO #, cost, period of performance, agency, and contact information for the last three (3) contracts of a similar scope. All responsible sources may submit a quote which will considered by the Government. Offerors shall submit complete representations and certifications in accordance with FAR 52.212-3. Submission shall be received by July 23, 2004, at 3:00 pm local time.
