- USPSC SOLICITATION FOR Senior Democracy and Governance Advisor USAID/ETHIOPIA SOLICITATION NUMBER: 663-04-0076 ISSUANCE DATE: July 8, 2004 CLOSING DATE/TIME: August 5, 2004 POSITION TITLE: Democracy and Governance Advisor MARKET VALUE: $62,905-$81,778 (GS-13) PERIOD OF PERFORMANCE: One Year (with possible extension) PLACE OF PERFORMANCE: Addis Ababa, Ethiopia AREA OF CONSIDERATION: U.S. Citizens or Third Country Nationals 1. General. The Senior Democracy and Governance Advisor will serve as the Team Leader of the USAID/Ethiopia?s Democracy and Governance Team and as the principal consultant to USAID/Ethiopia senior management on all issues and programs pertaining to democracy and governance development. The Advisor will be responsible for: 1) managing the Democracy and Governance Team of USAID/Ethiopia; 2)devising appropriate implementation strategies and plans for supporting the development of democracy in Ethiopia; 3) leading the design and implementation of cost-effective programs that produce meaningful results in strengthening DG; 4) facilitating the proper coordination and integration of USAID democracy activities within the Mission?s portfolio; 5) ensuring that all Mission DG activities are coordinated with, complementary to, and supportive of similar assistance activities of other U.S. government agencies; 6) ensuring that the design and implementation of all DG activities are fully coordinated with international organizations and bilateral donors active in this area; and 7) providing policy advice and analyses to senior Mission management on topics related to democratic development in Ethiopia. The Advisor will serve as a principal technical resource on democracy and governance development and as the Mission?s primary point of contact on matters related to programming under USAID?s new Strategic Objective (SO) 15: Capacity for Good Governance Increased. The Advisor will also serve as a day-to-day liaison with other U.S. Government agencies and international organizations and foreign donors engaged in providing assistance for democratic development and good governance. Specific Duties and Responsibilities are detailed in the attached amendment.
