- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to negotiate a sole source contract with RAND Corporation (RAND) to support the Centers for Medicare and Medicaid Services by providing research and analyses on the Inpatient Rehabilitation Facility Prospective Payment System (IRF PPS). Using previous research completed by RAND as the basis, the major tasks under this contract will be: 1) Under the previous contract, RAND provided analyses and reports on monitoring, access, and utilization of the IRF PPS. CMS will use this information in a report to Congress due by January 1, 2005. Under this contract, RAND will provide any needed follow-up analyses as a result of questions or issues that arise from this report. 2) Using the databases and analyses done under the previous contract, RAND will provide specific recommendations on interrupted stays, transfers, coding changes, comorbidity tiers, and facility level adjustments. 3) RAND will provide analytical and technical support for proposed and final rulemakings to incorporate refinements to the IRF PPS. The period of performance will be 12 months from the effective date. See Note 22. If no affirmative written documentation is received within thirty (30) calendar days of this synopsis, CMS will proceed with negotiations of an award to RAND.
