Description
The Program Support Center has a requirement for the Office on Womens Health to analyze care quality by race/ethnicity and insurance status within the National Center of Exellence in Womens Health (CoE) Clinical Care Centers. This acquisition has been justified as a sole source acquisition in accordance with FAR 13.106(b)(1)for Dr. Roger Anderson, Wake Forest University School of Medicine, Department of Public Health Sciences, Medical Center Boulevard, Winston-Salem, NC 27157-1063 based on the fact that he led the original CoE quantitative evaluation team and the development survey that will serve as the basis of this project. He holds the most complete knowledge of the data and their appropriate interpretation. As the developer of one of the key evaluation tools for this project, the Primary Care Satisfaction Survey for Women, Dr. Anderson has performed key analyses that examined the race and ethnic validity and performance of this tool. His knowledge of how this instrument performs is crucial to conduct this study. This is a one year requirement. Specifically the contractor shall use data collected for the 2000-2001 CoE quantitative evaluation of 15 CoE sites designated at the time of data collection to study whether access to a CoE for primary care resulted in equivalent quality of care for black, white and Latina women and by poverty status (ascertained by income and insurance status). Specifically this study shall analyze the differences in quality of care as described by race/ethnicity and by income level within the CoE and predictors of differences in quality of care and satisfaction shall be explored and between race/ethnic group and income group compared with like differences in the benchmark data, i.e. Commonwealth Fund Survey and CoE Community Comparison data ? Anderson, et al. 2002, using analysis of covariance methods adjusting for co-variables and by tests of means and proportions. A fixed price contract shall be awarded in accordance with FAR Subpart 13 Simplified Acquisition Procedures. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
