- The Program Support Center has a requirement for the Office on Womens Health (OWH) to fund dissemination of provider education materials for the National Heart, Lung and Blood Institute?s (NHLBI) The Heart Truth professional education campaign developed by the National Centers of Excellence in Womens Health (CoEs) and the National Community Centers of Excellence in Womens Health (CCoEs). The Government intends to solicit responses for this requirement from the 12 active first, second and third generation National Centers of Excellence in Women?s Health (CoEs), i.e. Boston University; Magee-Womens Hospital; MCP Hahnemann d/b/a/ Drexel University; Harvard Medical School; Indiana University; University of California, Los Angeles; University of California, San Francisco; University of Illinois, Chicago; University of Michigan; University of Puerto Rico; University of Wisconsin, Madison and the 12 active first, second and third generation National Community Centers of Excellence in Women?s Health (CCoEs), i.e Christiana Care Health Services; Griffin Hospital; Hennepin County Primary Care Department; Jefferson Health System; Kokua Kalihi Valley Comprehensive Family Services; Mariposa Community Health Center; Morton Plant Hospital; Northeast Missouri Health Council, Inc.; NorthEast Ohio Neighborhood Health Services, Inc.; Northeastern Vermont Area Health Education Center; St. Barnabas Hospital and Healthcare System & Hospital; and Womens Health Services. Complete addresses for the CoEs and CCoEs can be found on the OWH website: www.4woman.gov/owh/ . This requirement has been justified in accordance with FAR 13.106-1(b)(1). In September 2003, 12 contracts were awarded to 3 groups of CoEs/CCoEs to develop professional education materials for the NHLB?s The Heart Truth professional education campaign. This solicitation shall provide a mechanism whereby the CoEs and at least one CCoE shall jointly work together either in the same groups they proposed in Fiscal Year 2003 to develop materials or in different groups to strategically disseminate the, already developed, materials to health care professionals. Specifically, the CoE/CCoE groups may (A) propose to conduct activities at health care institutions at the state, regional or national level; and (B) using educational materials developed by CoEs/CCoEs to reach health care providers may host multiple lectures or workshops on heart health for women, or implement heart health for women case study or studies, or develop a program promoting the use of multiple unit learning modules on the website as CME or CEU courses, or develop and sponsor CME or CEU programs for practicing clinicians, or build curriculum activities around the multiple unit learning modules in existing medical, nursing, PA or NP curricula, or promote The Heart Truth awareness and education among providers and/or medical educators through conferences or exhibits/poster sessions, or promote The Heart Truth awareness and education among clinicians and staff of managed care organizations, or promote The Heart Truth web site through professional journals and web-based advertisements, or other proposed training activities; and (C) shall target single or multiple audiences and obtain endorsement from the major medical organizations when collaborating or partnering with various health professionals. The CoE/CCoE groups in collaboration with the Program Coordinating Center (PCC)shall perform an evaluation assessment of the effectiveness of their implementation activity and each CoE/CCoE group shall develop articles based on the evaluation data collected by their group for submission to appropriate professional journals. The period of performance shall be for 2 years from date of award. Awards shall be fixed price in accordance with FAR Subpart 13 Simplified Acquisition Procedures. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to expand the source list.
