Description
The U. S. Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Service on behalf of the Office of Global Health Affairs is seeking a Contractor to provide in-country evaluation of the Afghan Family Health Book (AFHB), in-country training on the use of the AFHB, and a full-scale distribution of the AFHB in Afghanistan. The AFHB is an electronic talking book that uses a combination of pictures, audio and multi-layered content in an interactive medium to teach Afghan women lessons regarding their health and that of their children and families. The books are in the two predominant local languages in Afghanistan, Dari and Pashto. The Contractor will provide a detailed assessment and evaluation of the AFHB using 2,000 of the AFHB units; use the evaluation to develop a plan for the full-scale distribution of and training in the use of the AFHB units in Afghanistan; carry out the distribution plan after approval by HHS; provide training and distribute the remaining AFHB units according to the approved plan; and storage of the AFHB units in Afghanistan until implementation of the distribution plan. The Government anticipates awarding a fixed-price purchase order in accordance with the Federal Acquisition Regulation (FAR) Subpart 13, Simplified Acquisition Procedures in an amount not to exceed $100,00.00. The period of performance will be six months from the date of an award. The North American Industrial Classification System (NAICS) number is 611710, and the business size standard is $6,000,000.00. The solicitation will be issued on or about July 27, 2004, with a tentative closing date of August 6, 2004.
