Description
The Public Health Service (PHS) Commissioned Corps (CC) Medical Affairs Branch (MAB), through the Program Support Center (PSC), Division of Acquisition Management (DAM), intends to acquire through full and open competition, a contract for the administration of the Public Health Service (PHS) Pilot Dental Program. The PHS Pilot Dental Program will provide dental benefits for active duty PHS Commissioned Corps Officers, National Oceanic and Atmospheric Administration (NOAA) Corps Officers and NOAA Wage Marines. The performance period for the intended contract will be a two-year base period and three 12-month option periods. Direct program and contract oversight will be provided by a senior active duty PHS Dental Officer and a PSC Contracting Officer. In late 2003, a A-76 Streamlined Competition Study was conducted to evaluate the cost of the dental claims processing function performed by the Beneficiary Medical Program. The A-76 Performance Decision found that dental claims could be processed in the private sector at a lower cost to the Government. Potential offerers shall demonstrate compliance and have experience in the following areas: 1. Electronic pre-determination; 2. Provider networks; 3. Claims processing; 4. Claims payment; 5. Utilization review; 6. Active fraud and abuse detection system; 7. Interactive website for beneficiaries and providers; 8. Call center for beneficiaries and providers; 9. Compliance with the Privacy Act and HIPAA; 10. Compliance with DOD security requirements; 11. Appeals process; 12. Fiscal responsibility; 13. Ability to respond to written inquiries. In accordance with FAR 5.102(a)(1), availability of the solicitation will be limited to the electronic medium on or about 15 days from the date of this publication. The address for downloading the solicitation from the Internet is http://www.fedbizopps.gov. The site contains downloading instructions. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. Interested parties are responsible for monitoring the site to assure that they have the most up-to-date information. Paper copies of the solicitation and associated amendments will not be distributed. The anticipated release date for the Request For Proposal (RFP) is approximately 15 days from the date of publication of this notice.
