- This is the second of two planned announcements for this requirement. The Federal Bureau of Prisons, Field Acquisition Office, located at Kansas City, Kansas intends to issue a solicitation with a requirement to upgrade the water, sewer, and storm sewer infrastructure at a federal penitentiary, located at Terre Haute, Indiana. The prison is the United States Penitentiary (USP) Terre Haute. Contract activity will be in a tight working environment with restrictions on construction activities, contractor-movement, and working hours. The project contains elements of sanitary, domestic water, storm water, and drainage. There have been numerous alterations to the utilities over the years. The magnitude of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS 2002) code applicable to this notice is 237110, with a size standard of $28.5 million, last three year?s average gross receipts. Contract duration is anticipated to be 365 calendar days from notice-to-proceed. Bid, performance and payment-bonds will be required. Posting of the solicitation on this web site, is projected to be on or after July 15, 2004, with a projected bid due-date of August 18, 2004. These dates are subject to change. This is a 100% small business set-aside. Numbered note 1 applies to this synopsis. Security investigations and subsequent clearances issued by the Federal Bureau of Prisons will be required for all staff who perform this contract on the grounds of a federal prison. The solicitation, all amendments, and related future information will be distributed solely through this website (http://www.fedbizopps.gov/). Hard copies of the solicitation will not be available. Interested parties are responsible for monitoring this website to ensure that they have the most up-to-date information about this acquisition. All responsible small business sources are encouraged to submit a bid that will be considered for award. Residency requirements are applicable to this solicitation. For three of the last five years, contractor employees working under this contract on Federal grounds must have resided in the United States; worked for the U.S. overseas in a Federal or military capacity; or been a dependent of a Federal or military employee serving overseas. The same residency requirement applies to anyone bidding on this requirement; and applies to the date of the bid. Faith-Based and Community-Based Organizations have the right to submit bids equally with other organizations for contracts for which they are eligible.
