Description
STATEMENTS OF WORK TELEMEDICINE REQIREMENTS PROJECT COORDINATOR 1.0 SCOPE OF WORK The contractor shall provide non-personal services to the Nursing Research Service and the operating rooms at Walter Reed Army Medical Center (WRAMC). 2.0 REQUIREMENTS 2.1. Assist with recruiting research participants from the operating room perioperative staff at Walter Reed Army Medical Center (WRAMC). 2.2. Prepare questionnaires and focus group interview questions. 2.3. Convert reference information documents used for the study into electronic format. 2.4. Prepare training packets to facilitate using the PDAs. Serve as primary point of contact for problems with PDAs. Coordinate with American Institutes of Researcher (AIR) personnel to resolve PDAs technical issues identified by participants. 2.5. Maintain a database for the research project to track enrollment, compliance with protocol, and outcomes. 2.6. Assist in evaluating the performance of other contract personnel working on this research protocol. 2.7. Coordinate implementation of the study with the operating room staff at WRAMC and with American Institutes of Research (AIR) contract personnel. This will also entail contacting the Chief, Perioperative Service and Chief, Operating Room to coordinate the implementation of the study. 2.8. Construct and maintain data files. Supervise and conduct all data collection, to include but not limited to: a. Distributing questionnaire to each participant. b. Second distribution of surveys for non-responders in accordance with study protocol. c. Collecting questionnaires from participants. d. Scheduling focus group interviews as outlined in the protocol. e. Coordinating transcription of focus group interview data. 2.9. Enter data into database, clean data, and validate accuracy. Provide transcribed focus group data in a Microsoft Word document. Assist with data analysis for both questionnaires and focus group interview data. Analyze quantitative data using SPSS. 2.10. Manage all correspondence with United States Medical Research And Material Command (U.S. MRMC) and Telemedicine and Advanced Technology Research Center (TATRC) in a timely manner. Write and finalize quarterly, progress, annual, and other reports as required. Prepares memorandums for approval. 2.11. Maintain an accurate methodological log to document significant events encountered in the study. The information will be used as a potential audit trail and to maintain accountability of lessons learned. 2.12. Prepare status reports to ensure: mutual understanding of the goals, progress and problems associated with coordinating, planning, and researching projects or potential problems will not delay the project. 2.13. Manage study activities, adhering to preset time lines. Oversee budget administration to include maintaining a series of Excel Spreadsheets to track study expenditures. Request procurement of supplies and equipment as needed. 2.14. Update reference information in central database and inform participants about periodic synchronization of PDAs as needed to obtain updated information. 2.15. Maintain an up-to-date literature base of journal articles to the study. 2.16. Maintain study files. 2.17. Use and promote positive customer service skills in interactions with research participants and the public. 2.18. Assist with the development and editing of papers, posters, and research articles presented at professional conferences and submitted to journals for publications. Assist with tasks required for preparing for presentations. 2.19. Attends meetings required by the principal investigator. 2.20 Travel may be required in support of the PDA project. 3. QUALIFICATIONS 1. Knowledge of research and research methodologies. Familiarity with software packages to include Microsoft WORD, EXCEL, Power Point, and ENDNOTES. Introductory knowledge of SPSS preferred. 2. Ability to prepare technical reports and draft manuscripts for publication. Knowledge of basic accounting and budget management. 3. Must have at least Master's degree. 4. Must be a Registered Nurse. 4. GFE/OFFICE SPACE The Government will provide access to a telephone, computer, and electric equipment necessary to perform duties. 4.1 Period of Performance 4.1.1 Period of performance shall commence from 1 June 2004 through 31 May 2005. 4.1.2 Contractor will normally work 40 hours a week, with a flexible schedule including working weekends/evening hours. END OF STATEMENT EVALUATON OF PROPOSALS EVALUATION CRITERIA A. Technical Approach 1. Understanding of the work SOW and specific tasks, and planned execution of the project. 2. Degree of employee benefits. 3. Quality and effectiveness of the Project Management Plan and allocation of personnel and resources. B. Key Personnel Qualifications 1. The currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects are meant to convey similarity in topic, dollar value, workload, duration, and complexity. 2. Quality and depth of education; experience on other projects which may not be similar enough to include in response to C.1. (Immediately above) but may be relevant. 3. The currency, quality, and depth of how the program coordinator will provide guidance and coordination to the assign personnel. C. Organizational Experience 1. Evidence that the organization has current capabilities; and for assuring performance of this requirement. Evidence of supporting subcontractors, consultants and business partners will be considered. 2. Appropriate mix and balance of team members. D. Cost
