- The closing date for this RFQ has been extended to: July 20, 2004. Please submit no later than 4:00 PM EST, July 20, 2004. Questions Received SECHQ1-04-Q-0052 1. Will this contract replace the service provided by Broad Daylight, Inc.? Yes 2.Will the awardee of this contract be required to use/support any products from Broad Daylight which the SEC is using? No. But, it is required to convert/incorporate the data currently kept in Broadmind to the new database. 3. Is the public website containing end-user information (i.e., the hardware and ISP connection) to be located at SEC facilities or off-site at vendor maintained facilities or service providers? No. No end-user information (i.e., the hardware and ISP connection) need to be located at SEC facilities or at vendor maintained facilities or service providers. 4. Does the SEC require the website provided be built on any particular HW or SW architecture (e.g., must be Unix, Microsoft IIS, Apache, etc.)? It is up to the offeror to determine which HW or SW architecture to use. 5. Is the business hour and 24x7 emergency phone support to be provided by the awardee for SEC personnel use only or is this phone support intended to be for the public to use? The emergency phone support will be provided to SEC personnel only. 6. For the normal business hour phone support, what is the anticipated number of phone calls to be handled daily? The number of calls will depend on the reliability of the service. We generally do not need to contact vendor more than 2-3 times a month. 7. How much traffic (i.e., hits or questions per day/month) is the website expected to receive? The following shows the number of hits to Fast Answers (per month) for the past 7 months: April, 2004: 25,700 March, 2004: 35,080 February, 2004: 33,146 January, 2004: 25,022 December, 2003: 20,546 November, 2003: 20,507 October, 2003: 24,350 8. The solicitation states that the awardee shall also provide service as a research tool for the questions of SEC personnel. Is the intent for the awardee to provide expertise in the knowledge domain of Investment Education and Assistance or in some other knowledge domain? No. It is not required that the awardee provides expertise in the knowledge domain of Investment Education and Assistance or in some other knowledge domain. 9. The synopsis calls for "web based maintenance services". Does this mean maintenance of the current Broad Daylight solution? Or is a potential new supplier expected to offer technology that takes the place of Broad Daylight? Any supplier who can offer technology that Broad Daylight currently offers. A "non-proprietary" database to keep all questions and answers. 10. Is the work required to be completed on-site, off-site, or both? The work can be done off-site. 10.a. If off-site, what percentage will be required on-site? N/A 11. Will we have access to the source code for modifications the Government requests? There is no source code needing to be modified. 12. Does the Government require the offeror to provide source code modification and database infrastructure modification? No need for source code modification. Offeror will provide the database infrastructure and convert data currently stored in the Broadmind database to the offeror's database. 12.a. If yes, what percentage of modifications? The offeror will provide and maintain the database infrastructure. 13. In regards to the 24/7 coverage requirement, is this an on-site response requirement or can the response be done from a remote login or will a telephonic call meet this requirement? The 24/7 coverage can be done off-site via a telephone call. 14. What type of database engine/backend/server side is being used? The current database is provided by Broad Daylight as part of the service and Broadmind is proprietary. However, the data belongs to the SEC. 15. What language is being used on the front end? This question is not relevant to this procurement. The vendor will determine front end language requirements as part of the proposed solution. 16. Is any application server involved? All servers are provided by the offeror as part of the proposed solution. 17. On the web server, what platform is being used? Unix, Microsoft, Linux? The platform is provided by the offeror as part of the proposed solution. 18. In reference to section C.3.4.1, it reads like the SEC has decided to license the product, rather than having it hosted by the contractor. The current service is hosted, not installed. The SEC is open to either method, hosted or installed, whichever is more beneficial to the SEC. 19. In reference to section C.3.3.4, are the databases web enabled or are they offline and what would be the range estimate as to the number? We anticipate that the vendor will define and establish databases as necessary to provide this service to no more than 10 offices. We do not currently host these databases. 20. Is Broad Daylight Inc. the incumbent? If so, could you please provide a contract #, award expiration date, est. value, and duration of the incumbent contract? Yes, Broad Daylight is the incumbent. Previous contract number is SECHQ1-03-P-0086 and expired 10-July-2004. A FOIA request will be required for further information.
