USPSC SOLICITATION FOR Senior Democracy and Governance Advisor USAID/ETHIOPIA SOLICITATION NUMBER: 663-04-0076 ISSUANCE DATE: July 8, 2004 CLOSING DATE/TIME: August 5, 2004 POSITION TITLE: Democracy and Governance Advisor MARKET VALUE: $62,905-$81,778 (GS-13) PERIOD OF PERFORMANCE: One Year (with possible extension) PLACE OF PERFORMANCE: Addis Ababa, Ethiopia AREA OF CONSIDERATION: U.S. Citizens or Third Country Nationals INTRODUCTION The USAID Mission for Ethiopia manages the overall U.S. assistance program for Ethiopia. This program provides support in the areas of public health and HIV/AIDS, rural economic growth and agricultural development, food security, basic education support, and democracy/ governance. USAID/Ethiopia¡¦s Democracy and Governance Strategic Objective (SO 5): ¡§Capacity for Good Governance Increased. ¡¨ is designed to foster and reinforce democratic institutions and practices, and improve governance at the local and national levels through an informed and more participatory Ethiopian population. The Democracy and Governance Strategic Objective includes four intermediate results: IR 1. Accountability by Regional and Local Governments Improved; IR 2. Civil Society Capacity to Engage Government Strengthened; IR 3. Mechanisms for Conflict Prevention and Resolution Improved; and IR 4. Women¡¦s Participation in Political Processes Expanded and Enhanced. The Mission¡¦s five-year Integrated Strategic Plan was approved in March 2004. While IR 1 and IR 3 are funded, the Mission currently has not yet received funding for IRs 2 and 4. These IRs will most likely be resourced from Economic Support Funds (ESF), subject to availability of funding. The Mission expects to receive ESF for an intensive civil society-based elections support program that will support IRs 2 and 4. The elections support will be implemented in close collaboration with the US Embassy and span approximately one year. Parliamentary elections are expected to be held in Ethiopia in May or June 2005. The Mission will focus on support to civil society organizations to conduct elections outreach and to increase political dialogue on key public policy issues. The candidate selected under this Scope of Work will fill a position based in Addis Ababa with periodic travel to other parts of Ethiopia. He/she will be fully responsible for the management of the SO Team, and the design, implementation, monitoring and evaluation of activities under this strategic objective. BACKGROUND If you require detailed background information, you may contact the Executive Officer through the address specified in this Solicitation document. B. STATEMENT OF WORK: 1. General. The Senior Democracy and Governance Advisor will serve as the Team Leader of the USAID/Ethiopia¡¦s Democracy and Governance Team and as the principal consultant to USAID/Ethiopia senior management on all issues and programs pertaining to democracy and governance development. The Advisor will be responsible for: 1) managing the Democracy and Governance Team of USAID/Ethiopia; 2)devising appropriate implementation strategies and plans for supporting the development of democracy in Ethiopia; 3) leading the design and implementation of cost-effective programs that produce meaningful results in strengthening DG; 4) facilitating the proper coordination and integration of USAID democracy activities within the Mission¡¦s portfolio; 5) ensuring that all Mission DG activities are coordinated with, complementary to, and supportive of similar assistance activities of other U.S. government agencies; 6) ensuring that the design and implementation of all DG activities are fully coordinated with international organizations and bilateral donors active in this area; and 7) providing policy advice and analyses to senior Mission management on topics related to democratic development in Ethiopia. The Advisor will serve as a principal technical resource on democracy and governance development and as the Mission¡¦s primary point of contact on matters related to programming under USAID¡¦s new Strategic Objective (SO) 15 : Capacity for Good Governance Increased. The Advisor will also serve as a day-to-day liaison with other U.S. Government agencies and international organizations and foreign donors engaged in providing assistance for democratic development and good governance. 2. Specific Duties and Responsibilities: The Advisor¡¦s major duties and responsibilities include: a. Program Management i. Planning and developing new DG projects and activities as a leader of USAID¡¦s DG SO Team. ii. Managing the Mission DG portfolio on a day-to-day basis, including making decisions on activity implementation matters, identifying and resolving program issues, assuring that all activities are carried out in a technically sound and cost-effective manner, assigning responsibility for program management and implementation matters to subordinates, and assuring that activities are carried out in accordance with all applicable Mission and Agency directives and requirements. May also be called upon be the Cognizant Technical Officer (CTO) for specific activities in the DG portfolio. Will lead the DG SO Team. iii. Planning, implementing, participating in, commenting upon, or preparing Mission views on evaluations, assessments or audits of DG activities including the Mission Performance Plan (MPP). b. Strategy Implementation i. Providing analysis, advice and recommendations to senior Mission management and staff regarding the implementation of Mission strategy for assistance for DG development and on the management and implementation of those related activities in the Mission¡¦s portfolio. ii. Participating, as required, in the development of Mission strategic plans, results analysis and resource requests and other strategic planning and reporting documentation. iii. Determining what additional analyses, assessments, or reviews are required for the development of Mission DG strategy or activities; designing and overseeing the implementation of such analyses or assessments; and following-up as necessary. c. Office Management and Supervision i. Serving as Team Leader of the Democracy and Governance Team, and supervise a staff of three Foreign Service Nationals (FSN). ii. Completing staff performance evaluations; review and revise position descriptions; managing staffing issues and determine staff assignments; approving requests for leave and travel; developing and managing the DG Team training plan; and determining the need for TDY assistance. iii. Providing technical, administrative and managerial leadership for the DG SO Team, convening team meetings, ensuring information sharing and collaboration among DG staff and projects, and raising issues with senior management as necessary. iv. Providing technical and administrative oversight of all DG SO projects. v. Ensuring proper management of the DG SO budget, including procurement planning, use of program funds, and monitoring pipelines to avoid funding gaps. vi. Overseeing the DG SO Performance Monitoring Plan including collection of performance data and reporting of results, vii. Ensuring response by DG SO Team to Program Office requests for information or participation and providing project information for USAID/W inquiries, etc.. d. Coordination, Technical Advice and Policy Dialogue i. Participating in, coordinating, or managing USAID inputs into assessments conducted in conjunction with other USG agencies, international organizations, or other donors. ii. Maintaining close contact, providing technical advice, and engaging in policy dialogue as appropriate with staff and senior representatives of international organizations, the Ethiopian civil society community (including local NGOs, media outlets, journalist and broadcast associations), Private Voluntary Organizations and foreign donors active in providing assistance, Ethiopian governmental structures (including the Legislature, municipal governments, District Councils and the judiciary), USAID assistance providers, and other U.S. Government agencies. e. General Management i. Continuously gathering information about, and keeping current on, developments pertaining to DG in Ethiopia and reporting such developments as required to Mission management and staff. ii. Carrying out such other tasks related to Mission democracy and governance activities as might be assigned from time-to-time by Senior Mission Management. iii. The Advisor will handle all assigned work either independently or, as required, as part of teams, according to established Mission policies, practices and programmatic guidance, as in effect and in accordance with all applicable USAID regulations and guidance as provided in the USAID ADS and elsewhere. iv. The Advisor is expected to make independent judgments that can be defended as necessary. As a highly qualified professional, substantial reliance is placed on the employee to independently plan and carry out the specific activities entailed in fulfilling major duties and responsibilities. v. The employee will resolve problems that arise by determining the approaches to be taken and methodologies to be used; developing, coordinating, and clearing proposed solutions with all necessary parties; and then taking appropriate actions necessary to resolve the problem. vi. Travel within Ethiopia will be required. 3. Reporting Requirements The Advisor will be required to prepare and provide reports as required to effectively carry out the duties and responsibilities described above. The Advisor will also provide, orally or in writing, such reports on work progress or advice on democracy and governance issues as may be required from time-to-time by Senior Mission Management or other senior USAID officials. The Advisor will also submit trips report on all travel performed inside and outside of Ethiopia during the contract period. 4. Supervision and Relationships All work will be carried out under the general guidance of the Deputy Mission Director of USAID/Ethiopia. The Advisor will serve as Leader of the Democracy and Governance Team and supervise staff of at least three Foreign Service Nationals (FSN). The Advisor will maintain contact and interact technically and professionally in a highly collaborative manner with a wide range of parties, including high level officials of the Government of Ethiopia (GOE), and other international organizations, senior officials of GOE ministries; heads and senior members of Ethiopian political parties; media experts and civil society specialists; members of the elected Ethiopian assembly, as well as local government officials; advocates and other legal professionals; and experts provided under assistance programs sponsored by both international and local NGOs, as well as bilateral government and multi-lateral donors. The Advisor will also be required to to work closely and collaboratively with U.S. Embassy Officials. The Advisor will also closely coordinate with the Mission¡¦s other technical offices and Program Office on all matters of mutual programmatic interest. Period of Contract Subject to the availability of funds, this will be a one-year contract, with an option to USAID of up to four additional years, if acceptable to both USAID and the contractor. The intended start date on or about August/September 2004. Exercising the said options will depend on continuing need of the services, availability of funds and satisfactory or better performance, pursuant to FAR 52.217-9. Medical and Security Clearance Requirements 1. The successful applicant must receive medical clearance for serving in Ethiopia. Details of how to obtain US Department of State Medical Unit medical clearance will be provided once a job offer is made and accepted. 2. The successful applicant must be able to receive USAID security clearance that involves applicant's comprehensive background investigation performed by a US Government Agency. 3. The successful applicant must be able to report to post in Addis Ababa, Ethiopia to assume duties promptly upon medical and security clearances being granted. Compensation and Reimbursement in U.S. Dollars 1. Except to the extent reimbursement is payable in the currency of the Cooperating Country, USAID shall pay the contractor compensation after it has accrued and reimburse him/her in U.S. dollars for necessary and reasonable costs actually incurred by him/her in the performance of this contract. 2. The amount budgeted and available as personal compensation to the contractor is calculated to cover a calendar period of approximately 2 years which is to include: Vacation, sick, and home leave which may be earned during the Contractor's tour of duty (GP Clause 5). Evaluation Criteria (100 points total) A. Education/Knowledge (Total: 20 points) A graduate or higher degree in regional area studies, political science or a related field is required. (Advanced degree is defined as beyond Bachelors Degree). B. Technical Knowledge and Experience (Total: 25 points) The candidate should have at least five years experience in public administration, policy analysis, local government, legal reform, or other related area, with a significant amount of that experience gained from working in developing countries: At least two years of prior international experience in managing contracts and grants is highly desirable. The candidate should have experience in the design and management of democracy and governance programs, preferably in the areas of elections, conflict and reconciliation and civil society with some of this experience gained from work overseas. Knowledge of relevant work procedures and activity development processes, including strategic planning, results frameworks, and results package design and evaluation is preferred. C. Management and Leadership Experience and Skills (Total 25 points) Demonstrated skills, experience and ability to lead the SO team including supervision, recruitment, mentoring and staff development. Experience in participating as a senior member of a development organization, participating in decision-making in a broad range of issues related to strategy development, strategic management, program implementation, deployment of resources, etc. Must be able to function collaboratively and productively as a member of multidisciplinary and multifunctional teams. Also, to interact with a broad range of internal and external partners and clients, especially ministerial-level officials in host country governments and regional and international organizations must be demonstrated. Previous experience in working with teams comparable to USAID's strategic objective teams and with non-USAID development partners and clients is preferred. D. Language and Communication Skills (Total 15 points) Ability to communicate quickly, clearly, and concisely (in English) in both speech and writing, including technical reports and a demonstrated ability to produce professional-quality analytical pieces, is required. Knowledge of Amharic or other Ethiopian language(s) is desirable. E. Computer Literacy (Total 10 points) Must be knowledgeable of and able to effectively use word processing and data management systems and applications, including Microsoft Windows, Word, Excel, Internet, and e-mail applications. F. Relevant International Experience (Total 5 points) Previous experience in Africa and/or knowledge of Ethiopian institutional structures and civil society organizations is highly desirable.
