Description
The Corporation for National and Community Service, a wholly-owned Federal Government Corporation, intends to award a contract to a qualified vendor who can provide lodging, meals, and meeting space for 150 participants at the AmeriCorps*VISTA Pre-Service Orientation (PSO) and Supervisor?s Training in Atlanta, Ga. The training will be held August 24-27, 2004 in Downtown Atlanta, Georgia. AmeriCorps VISTA is a federal program that places members in low-income communities to mobilize resources and increase the capacity of those communities to solve their own problems. The participants will check in on Tuesday August 24th and check out on Friday August 27th, 2004. For participants arriving before check-in, an area should be designated for luggage storage. Sleeping accommodations for Aug. 24-26th must include: Double Occupancy Sleeping Rooms 65- August 24, 2004; 65- August 25, 2004; 65- August 26, 2004. Single Occupancy Sleeping Rooms 20- August 24, 2004; 20- August 25, 2004; 20- August 26, 2004. The facility should be able to accommodate up to 150 people for buffet meals Aug. 24 -27, 2004. The chosen vendor must provide up to 25% vegetarian and vegan meals. Please submit sample menu. AM Breaks should include coffee, team refresh; PM Breaks should include coffee, tea, soft drinks and light snack. All meals should be served in a space other than meeting space. Vendor needs to have organic onsite Banquet service facility. The catering needs are as follows: Full Breakfast 150- August 25, 2004 7am-8:30 am; 150- August 26, 2004 7am-8:30 am; 150- August 27, 2004 7am-8:30 am. AM Break 150- August 25, 2004 10am-10:30 am; 150- August 26, 2004 10am-10:30 am; 150- August 27, 2004 10am-10:30 am. Lunch 150- August 25, 2004 12pm -1pm; 150- August 26, 2004 12pm -1pm; 150- August 27, 2004 12pm -1pm. PM Break 150- August 24, 2004 3pm-3:30pm; 150- August 25, 2004 3pm-3:30pm; 150- August 26, 2004 3pm-3:30pm. Dinner 150- August 24, 2004 6pm-7:30pm; 150- August 25, 2004 6pm-7:30pm; 150- August 26, 2004 6pm-7:30pm. Additionally, the facility should be able to hold up to 150 people (8 chairs in rounds) for General Sessions and have at least 5 breakout rooms and Office or Board Room. All rooms should be set with #2 lead pencils, a flipchart package, and water service. Additional meeting room requirements are as follows: General Session 2 rectangle tables at front of general session room each day for presenter materials; 1ea August 24, 2004 for 150 set in rounds of (8) 1:00pm ? 6:00pm; 1ea August 25, 2004 for 150 set in rounds of (8) 8:00am ? 8:00pm; 1ea August 27, 2004 for 150 set in rounds of (8) 8:00am ? 8:00pm. Breakout Rooms 1 rectangle tables at front of breakout rooms each day for presenter materials; 5ea August 25, 2004 for 30 set in rounds of (5) 8:00am ? 6:00pm; 5ea August 26, 2004 for 30 set in rounds of (5) 8:00am ? 6:00pm; 5ea August 27, 2004 for 30 set in rounds of (5) 8:00am ? 6:00pm. Office or Board Room 1-August 23, 2004; 1- August 24, 2004; 1- August 25, 2004; 1- August 26, 2004; 1-August 27, 2004; The site selected should provide transportation to/from airport and hotel, including transportation for participants with special needs. All proposals received must include an explanation of shuttle transportation available to indicate additional cost, if any. Proposals must also include cost for parking and special needs transportation, if any. A message board is needed throughout conference dates. (Six large tables, trash can, telephone and a message board should be set up in the assigned registration area starting at 4:00 PM, August 24-27, 2004 and remaining there until conference conclusion. Audio vision needs include: Flip Chart stands (flip chart pads not needed) 1ea August 24th ? registration area; 16- August 25th- 1 in registration area and 3 in each breakout; 16- August 26th- 1 in registration area and 3 in each breakout; 16- August 27th- 1 in registration area and 3 in each breakout. Overhead Projector and screen (6 x 6) 1 - August 24th (10 x 10 Screen) in the General Session; 5 - August 25th- 1 in each breakout room; 5 - August 26th- 1 in each breakout room; 5 - August 27th- 1 in each breakout room. Microphones (wireless hand held in general session) 1-August 24th- General Session (1 wireless hand held and 1 wired); 1-August 25th -General Session (1 wireless hand held and 1 wired); 5-August 26th- General Session (1 wireless hand held and 1 wired); 5-August 27th- General Session (1 wireless hand held and 1 wired). Volunteer Transportation/Parking Costs Transportation needed on August 24th and 27th to and from the Atlanta airport. Please include prices (if any) for transportation and hotel parking. Miscellaneous Items- Please include prices for the following: Phones, faxing, copying, needed by CNCS staff. All proposed prices (including audio-visual) must be inclusive. Each bid proposal must include the following information to be considered: 1) per night sleeping room rate for single and double occupancy; 2) Costs for per person meal charges. If bid is made on a per person cost inclusive of all costs, a single night cost must be provided for guests staying for less than full event and food costs for participants not staying at hotel; 3) Charges for meeting space and audio-visual equipment; 4) a description of the shuttle service available and any costs associated with shuttle transportation and parking. 5) reduced costs for staff requiring lodging on-site, based upon number of overnight guests; 7) meeting rooms and at least 10% of sleeping rooms must be accessible to physically challenged individuals; 8) Vendor must provide on-site representation each day of the event for coordination, problem solving and decision making. The facility must comply with the American Disabilities Act and should be on the Hotel-Motel National Master List of FEMA/United States Fire Administration. The solicitation number is PSOATL0804 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS Code for this requirement is 721110 and the small business size standard is $5M. The provisions at 52.212.1, Instructions to Offerors-Commercial, applies to this acquisition. Offerer must include a completed copy of the provision at 52.212-3. Offerer Representations and Certifications-Commercial Items with this offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price.
