Description
THIS IS NOT AN INVITATION FOR BID OR A REQUEST FOR PROPOSAL. Contractor will furnish all labor, material, supervision and equipment to construct a new 26,130 square foot, single story, fully enclosed firing range at the FLETC, in Artesia New Mexico. The advertised price range for this contract is between one and five million dollars. The structure will utilize pre-cast pre-stressed concrete sandwich wall panels, double-tees, columns, inverted tee beams and rectangular beams. The facility houses a qualification/re-qualification, 25 point, 25 yard small arms firing range designed for multipurpose firing to permit static and dynamic courses using various weapons. The range will have vehicular access. Shooters will move and targets will be arranged in a fixed line. Targets will include fixed, turning and running man target systems. The range will include restroom facilities and storage for range equipment. Shooting range equipment shall include a targetry system, heavy duty abrasion resistant steel, low slope bullet trap and auger conveying system to convey spent projectiles to a single collection point. All systems will be controlled from a range master?s station and will allow pre-programmed target control. The structure of the building and building systems will be protected with a bullet protection system of AR steel plates and steel ceiling baffles. The range facility will be ventilated at an outdoor rate of approximately 25% of the supply airflow and the supply air set to obtain a cross sectional air velocity across the range of 75 feet per minute per NIOSH optimum ventilation rate. Airflows will be balanced to obtain a negative airflow of the entire space. Each air handling unit serving the firing range will have supply and return fans with variable frequency drives, stacked chilled water and hot water heating coils, mixing box, outside air intake and exhaust air sections, HEPA filters, and pre-filters. All mechanical work shall conform to the International Mechanical Code and the recommendations for firing ranges per NIOSH 76-130; Lead Exposure Design Considerations for Indoor Firing Ranges. Site work includes but is not limited to demolition, clearing and grubbing, removal of existing landscape, and removal of existing concrete site work. The civil portion also includes site grading and drainage system, sidewalk construction, as well as installation of utilities (water, gas) and installation of a septic system and drain field. The procurement will be negotiated on a best value basis in accordance with the guidelines outlined in FAR Part 15.101, as a Performance Price Tradeoff (PPT). Note, past performance is considered more important than price. It is the intent of the Government to negotiate and award a firm fixed price contract to a qualified firm with extensive experience in construction of buildings utilizing precast concrete panels, experience in structural and ballistic steel, and experience in complex HVAC systems. In response to the solicitation, offerors will be required to demonstrate their ability to manage multiple subcontracts with a variety of trades; perform quality work, have experience in precast concrete construction, structural and ballistic steel, and complex HVAC projects. Offerors must have demonstrated their ability to complete projects within the allowable period of performance, and at a reasonable price. Award of a resulting contract will not necessarily be made to the lowest priced offeror. The solicitation will be available on/or about August 30, 2004 and proposals will be due on/or about September 30, 2004. The Government is considering the possibility of restricting competition for this project to a Small Business, a certified 8(a) Small Business Firm, a HubZone Firm or a Service Disabled Veteran Owned Small Business Firm as outlined in FAR. The Governments final set-aside decision will be based on the number of qualified firms in those set-aside categories who have the necessary experience and resources to successfully complete the project. Responses should be provided as early as possible, however no later than 15 days from publication of this notice.
