- The Defense Distribution Depot San Joaquin has a requirement for a contractor to provide all supervision, labor, material and equipment necessary to perform Sampling and Analysis of Potable Water, Waste Water, Storm Water, Ground Water and Dry Sludge at the Defense Distribution Depot San Joaquin (DDJC), Sharpe and Tracy sites in accordance with California Regional Water Control Board (CRWQCB) Order No. R5-2004-0083 for the Sharpe site and Order No. 96-122 for the Tracy site. Test Laboratory Certification: All contractors must be certified by the California Department of Health Services Environmental Laboratory Accreditation Program. This program provides accreditation of environmental testing laboratories to ensure the quality of analytical data used for regulatory purposes. Each certified laboratory is provided a certificate number, which is issued for a period of two years, and a list of approved fields of testing. During the term of the contract, the contractor shall be required to: maintain a valid certificate number and provide updated certificate and list of approved fields of testing upon 2 year expiration; inform the Contracting Officer if an application for an amendment to the approved fields of testing has been submitted; and inform the Contracting Officer if certification has been revoked under the Environmental Laboratory Accreditation Program. If a subcontractor is being used to perform the sampling analysis, the above information also applies to that subcontractor. Contract period is anticipated to be from October 1, 2004 through September 30, 2005 with four (4) option year periods. This acquisition is 100% set aside for small business concerns. All responsible small business concerns may submit a proposal that shall be considered by this agency. The North American Industry Classification System (NAICS) code for this project is 541380 and the small business size standard is $10.0 million. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the DoD Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. The Government intends to award a contract resulting from this solicitation to the responsible offeror using the lowest price technically acceptable source selection process. The solicitation will provide the evaluation factors for award. The solicitation will also identify all information that a prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award. It is anticipated that solicitation SP3100-04-R-0027 will be posted to this site by July 29, 2004. Amendments to the solicitation will also be posted to this site.
