- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ EASC EA1330-04-RQ-0152 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This procurement action is a 100% Small Business Set-Aside. The associated North American Industry Classification System (NAICS) code is 336999. A firm is a small business for the purpose of this requirement if it size standard is 500 employees. The National Oceanic and Atmospheric Administration (NOAA) require new trawl warps, new Bridon (manufacturer) Trawl Cable Dyform, 1" diameter, 6 x 25 fw (filler wire) fiber core and heavy lubricated, galvanized, improved plow steel, for the NOAA Ship Delaware II. One (1) each - 1830 - 2000 meters Right Hand Regular Lay (RRL). and One (1) each - 1830 - 2000 meters Left Hand Regular Lay (LRL). An English swivel shall be soft eye spliced with a 12" eye into the door (working) end. Both wires shall be delivered marked as follows: From the working end of the eye splice every 25 meters. The first mark (25 meters) shall consist of three marks with the middle of the middle mark at the 25 meter distance, the next mark (50 meters) will consist of two marks one meter apart and the center between the two marks the 50 meter point marked with paint. The next mark (75) meters shall consist of a single mark with the middle of the mark being 75 meters. The remaining marks shall be double or single as described above. The marks shall be made of white synthetic nylon line tucked under two strands for a distance of 10 centimeters (3 15/16"). Marks shall continue to 1500 meters where a triple mark shall be installed and nor further marks installed to the drum end (500 meters). Cable shall be marked at the contractor's facility. Two (2) NOAA representatives shall witness said marking. Wires shall be marked side by side (simultaneously). The contractor shall pick up (dispose of) the Delaware II's old 1" wire already spooled on Delaware owned spools of 1200 meters and 1500 meters approximately. The new wire shall be spooled on to these spools in a manner to spool the new wire directly to the winches with at least 200 pounds (lbs) of constant tension while in port August 20, 2004. The contractor shall supply properly labeled 10-foot samples as follows: One 10-foot sample from the beginning and one from the end of each spool (4 samples). Labels should include the location on the spool the sample was taken (beginning eye splice or end). The NOAA Ship Delaware II will mark where the respective cables were loaded (Port or Starboard winch). The contractor shall supply the manufacturers test results available. Delivery shall be August 20, 2004. Items shall be shipped to USDOC, NOAA Ship Delaware II, 166 Waters Street, Woods Hole, MA. Quotes shall be FOB Destination. The provision at 52.212-1, Instructions to Offerors_Commercial applies to this acquisition and there are no addenda to this provision. Bidders shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications_Commercial Items, with its offer. Contractors shall refer to www.arnet.gov to obtain a copy of required 52.212-3, Representations and Certifications. Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions_Commercial Items, applies to this acquisition and there are no addenda to this provision.
