Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The reference number for this procurement is RFQ 500-39-04 and incorporates the clauses and provisions that are in effect through Federal Acquisition Circular 2001-24. The North American Industry Classification System Code (NAICS) is 421450. Quotes shall be submitted FOB Destination and equipment delivery time should be specified on the quote. Delivery time of 60 days or less is desired. The Stratton VA Medical Center, Albany, NY has a requirement for a Drager Bernoulli Ventilator Management System (Brand Name or Equal). The system needs to be wireless and be compatible with Puritan Bennett 7200ae and Viasys Vela ventilators. Documentation shall be provided confirming the existence of installed, working interfaces with these ventilators. The system will be utilized in a 10 bed ICU, and shall provide centralized monitoring at the existing Nurses Station (2 work stations) as well as secondary notification of clinical alarms via pager for ventilators. The system will have the ability to interface with ventilators utilizing RS232 or Ethernet outputs. The system should also accommodate pulse oximeters, either as an addition to the VMS or as a stand-alone system. The system should utilize its own dedicated computer for centralized monitoring ? it should not use the central station of the existing physiologic monitoring system. The system must use wireless technology. Because of the wireless system requirement, client bridges specific to ventilator models will be hardwired to each ventilator and data shall be transmitted through access points to an Application Server. The Application Server is hardwired to the workstations and touch screen displays, where clinicians can be notified of alarms. The Application Server shall be connected to a stand-alone Paging System (not interfaced with an existing hospital paging system) to alert clinicians of alarm conditions via pagers. Each Application Server and its associated software package will able to monitor 24 bedside devices. Additional Application Servers may be added to accommodate more devices. Ventilator patients can be monitored in specific care areas or on more than one floor, and all monitoring and alarm information can be made available wherever needed. The unit can prioritize and filter alarms; it allows ventilator parameters to be transcribed automatically during routine shift checks. The unit also provides trending of respiratory parameters and has the ability to interface with the hospital LAN so that data can be viewed on any web enabled device. At a minimum, the system should include (2) work stations, (1) central server, (4) access points, (1) distributed power supply, (10) client bridges to Viasys Vela ventilators, (1) Pager System, (4) additional pagers, ventilation management software and one year software support agreement, on-site installation and on-site applications training. Contractor will provide a one year warranty for materials & workmanship from the date of installation. The following provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offeror-Commercial Items, 52.212-2 Evaluation-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items as well as the following addenda, FAR 52-211-6 Brand Name or Equal, VAAR 852.211-77 Brand Name or Equal, 852.211-70 Service Data Manual. Offers including the pricing information are to be submitted on company letterhead and must include a completed copy of the provisions 52.212-3, Offeror Representations and Certifications-Commercial Items, and the company DUNS number. Electronic copies of the referenced provisions and clauses are available on the Internet at www.arnet.gov/far and www.va.gov/oa&mm/vaar/. Technical/Descriptive Literature (Ref. FAR 52.214-21) shall include but not be limited to technical specifications, product pictures, product features, etc., and shall be submitted with the quote or the quote will be rejected as non-responsive. Technical acceptability will be determined by information submitted providing a description in sufficient detail to show that the product meets the government?s requirements. The following factors, in descending order of importance, will be used to evaluate quotes: (1) determination of product acceptability (2) technical ability & experience of offeror in the area of ventilator management systems, including references to customers of existing systems, (3) delivery schedule and (4) price of the item offered to meet the Government's requirement. The Government intends to evaluate the nformation received and award without discussions. Quotations and all required supporting ocumentation must be received by 2:00 pm Eastern Standard Time July 23, 2004.
