- Sources Sought Synopsis for Advisory and Assistance Services (A & AS) for the period 10 August 2004 thru 9 August 2005 supporting program management of the Ranch Hand II Epidemiological Study. This program was established by White House direction in 1980 as an investigation of Air Force personnel who were involved with aerial spraying of herbicides in Vietnam. The program is currently in the sixth and final phase. A & AS to be performed on site at Brooks City Base, San Antonio, TX is for analysis of program epidemiology and bioeffects information; study data management including information system integration and research requirements analysis; operational/logistical/budgetary management/planning; project tracking of multiple contracts in the accomplishment of the study; and management of data storage and records transfer at the conclusion of the program. The Government estimates A & AS at 2 combined man equivalents (CMEs) to provide (1) scientific and epidemiological expertise for program meetings, testimony to Congressional Veterans? Affairs Committees as well as other Ranch Hand advisory and oversight entities/agencies; (2) extensive knowledge of the history of the Ranch Hand operation, Agent Orange issues, and the Ranch Hand II program, current status of the Ranch Hand II program and pending issues; (3) project management and decision support assistance; (4) technical reports supporting program review documentation including program schedules, budgets, status and cost performance reports; (5) planning and advice to formulate database support strategies; and (6) management information system support such as integrating program information into the USAF Financial Monitoring Database. The Government will provide office space at Brooks City Base, TX along with all computer hardware, software, Government regulations, technical information, contract information and communications systems necessary to perform the tasks. Medical Records accessed in the performance of the task are restricted by the Privacy Act and must be protected from disclosure to unauthorized personnel. This is a follow-on requirement. Without receiving acceptable capability information that addresses the required specific scientific, technical, operational and program background provided at the location identified, it is the Air Force's intent to solicit only Operational Technologies, Inc. for the unique expertise required. This announcement is based on the best information available and may be subject to change. This synopsis is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. A request for proposal is intended for release in July 2004.
