Description
The U. S. Environmental Protection Agency [U. S. EPA] Ecosystems Research Division intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures, to Keith Kisselle, Ph.D., Austin College, Sherman, Texas, under the authority of FAR Part 6.302-1. The purpose of the acquisition is to measure polyphenols and nutrient cycling in Cerrado plant litter to evaluate impacts of land conversions on nutrient cycling and ecosystem functions in central Brazil savannas. The NAICS code for this procurement is 541710. It has been determined that because this is Phase 2 of a Large-Scale Biosphere-Atmosphere Experiment in Amazonia, and Dr. Kisselle worked on Phase 1 of this project, he is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE [RFQ] IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA?s requirement as stated herein may submit a response, which if received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
