Description
NASA/GSFC/WFF has a requirement for aircraft support for an Airborne Remote Sensing Campaign over sites in Antarctica and Chile scheduled to occur between November 1 and December 6, 2004. This aircraft support will be provided in concert with an existing Memorandum of Understanding between NASA and the Centro de Estudios Cientificos (CECS) for a joint scientific study of the Antarctic ice fields. NASA/GSFC/WFF intends to purchase this service on a non-competetive basis in accordance with 10 U.S.C. 2304 (c)(1)-"Only One Responsible Source" from CECS, Valdivia, Chile. For the last 15 years, NASA's Arctic Ice Mapping Project has been operating remote sensing instrumentation over ice-covered regions in order to study Cryospheric Science and related effects of Global Climate Change. The instrumentation required for the field campaign in Antarctica and Patagonia is designed to mount only on a P3 aircraft, therefore a P3 is required for the campaign. Specifically there are special antennas required for an Ice Penetrating Radar that must be mounted to the wings of the remote sensing platform. These antennas have been designed and constructed to fasten to existing hard points of a P3. Use of any other type of aircraft would incur excessive cost and time associated with flight recertification following installation of these antennas. It may be necessary to operate the aircraft over sensitive Chilean air space, and as such, only a Chilean aircraft will be permitted in some of the important survey areas. The base of operation for this project will be Punta Arenas, Chile, which is the closest major airport to the sites of interest in Antarctica. As such, an aircraft operated by the Chilean government will offer the needed flexibility. Pilots with experience with the often-unfavorable flight conditions in the region south of Punta Arenas and in Patagonia are required, and the Chilean Navy pilots who will be provided through an existing contract with CECS are among the most experienced in the world in such conditions. The source must also be capable of meeting NASA aircraft safety requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 28, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
