- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The National Geospatial-Intelligence Agency (NGA) has a requirement for annual maintenance and update subscription to USGS digital aerial photographic DOQQ data to be custom processed to NGA specifications by Maps Ala Carte, Inc and delivered on external storage equipment. This is a one-year maintenance and update subscription to Maps a la Carte, Inc based on continued quality deliveries. USGS digital aerial photographic DOQQ data is used by NGA, in support of National Geospatial-Intelligence Agency?s (NGA) Analysis and Production initiative. This is a sole source follow-on contract for maintenance and updates from Maps a la Carte, Inc. Authority for this sole source contract is 10 USC 2304 (d) (1) (B) and FAR 6.302-1. Although this contract is sole source, firms that recognize they can perform the required services described below are encouraged to identify themselves and give written notification to the Contracting Officers, and provide supporting evidence to the Contracting Officer within seven (3) calendar days after date of publication of this synopsis. The final determination by the Government not to open this requirement to competition based on any information provided, is solely within the discretion of the Government. All responsible sources will be given full consideration. Only written responses will be considered. See Note(s) 22. Maps a la Carte, Inc is the only known vendor that can provide this trademarked software updates and maintenance. This license will help support the nation?s critical Geospatial intelligence requirement for the Analysis and Production Directorate. No partial awards will be allowed. The solicitation number is HM1573-04-R-0024 and is issued as a Notice of Intent. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and DFARS Change Notice 20040625. The applicable NAICS code is 511210 and size standard is $21M. The FAR provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The contractor shall also include in the proposal background information on the company and resumes. The FAR provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Offerors will be evaluated based on technical factors, price and past performance. Technical factors include conformance to the Statement of Work, technical ability and personnel experience. Offerors are to include a completed copy of the FAR provision at 52.212-3, Offeror, Representations and Certifications ? Commercial Items, Offeror, Representations and Certifications ? Commercial Items, DFARS 252.212-7000 Offeror Representations and Certifications?Commercial Items, and DFARS 252.209.7001 Disclosure of Ownership or Control by the Government of a Terrorist Country with its offeror. The FAR clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues Or Executive Orders ? Commercial Items, including 52.203-6, 52.219-8, 52.222-21, 52.222-26, 52-222-35, 52.222-36, and 52.222-37, and 52.232-33 applies to this acquisition. The DFARS clause at 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items including DFARS 252.225-7012, is applicable. The following additional terms and conditions apply, FAR 52.204-7 Central Contractor Registration, DFARS 252.204-7000 Disclosure of Information and DFARS 252-232-7003 Electronic Submission of Payment Requests.
