Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F33RTS41660100 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23, Effective 05 May 2004. The Government contemplates award of a Firm-Fixed Price Purchase Order resulting from this solicitation. The NAICS code is 333314 and the size standard is 500 employees. The following requirements are being solicited: Night Vision Device, Part Number AN/PVS 14, with Headmount/Helment Mount Adapter, Eye guard, 2 AA Batteries, Operator Manual, Soft Carry Case, Carry Case Strap, Lens Cap Neck Cord, Shipping/Storage Case, Lens Paper, Demist Shield, Sacrificial Window, LIF w/case, Compass Helment Mount, Small Arms Mounting Adapter, Tethering Cord, Headmount Assembly, Browpads (Thin, Med, Thick), Field of view 40 degrees, Diopter adjustment –6 to plus 2 diopter, Focus Range 10” (25cm) to infinity, Power Source 2/AA Battery, Weight in Ounces (g): 13.8 (392g), Length 4.5 inches (11.4), Height: 2.25 inches (5.7), Width: 2 inches (5.1). Quantity of Night Vision Device, Part Number AN/PVS 14: 12 Each. The delivery address is 310 West Van Matre Suite 176, Eglin AFB, FL. Delivery of the night vision devices is requested not later than 15 June 2004. The provision at 52.212-1, Instructions to Offerors -- Commercial, does not apply to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, is not applicable to this solicitation. The Government will award a purchase order to the responsible firm submitting the lowest evaluated price that meets the Government’s requirement. The AN/PVS-14 Brand-name is essential to the Government’s requirement, thereby precluding consideration of a product manufactured by another company. Equivalent alternatives to the AN/PVS-14 will not be accepted or evaluated. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. Offerors are advised to include Alternate I (Apr 2002) and Alternate II (Oct 2000). The provision at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. In addition, the following clauses cited at 52.212-5 are applicable to this acquisition: 52.225-1, Buy American Act—Supplies (JUNE 2003)(41 U.S.C. 10a-10d). 52.232-33, Payment by Electronic Funds Transfer—Central Contractor Registration (OCT 2003) (31 U.S.C. 3332) The clause at 52.247-34 F.O.B. Destination (NOV 1991) is applicable to this solicitation. The clause at 252.225-7001 Buy American Act and Balance of Payment Program (APR 2003)(41 U.S.C. 10a-10d, E.O. 10582) is applicable to this acquisition.
