Description
THE PURPOSE OF THIS AMENDMENT IS TO EXTEND THE CLOSING BIDDING TIME UNTIL FRIDAY, JULY 16, 2004; 12:00 PM; E.T. ALL OTHER TERMS AND CONDITION REMAIN UNCHANGED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being conducted on an unrestricted competitive basis. This solicitation seeks quotes for NEW equipment only; the Government will not consider quotes for refurbished equipment. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is SB1341-04-Q-0685; the solicitation is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 01-24. The North American Industrial Classification System (NAICS) code (see http://www.census.gov/epcd/www/naics.html) for this solicitation is 421430, and the size standard is 500 employees. The solicitation will start on June 30, 2004, and end on July 9, 2004 at 12:00:00 pm Eastern Time. MINIMUM REQUIREMENTS FOR THE SYSTEM BEING PROCURED: The system must be able to support the development of micromagnetic modeling software applications for use by external user community with diverse hardware platforms. This system is necessary to provide an internal development system for one of these platforms: clustered 64-bit Intel processors, along with supporting systems software designed specifically for this hardware configuration. Items meeting or exceeding the following line item specifications are required in order to provide internal capabilities to develop and debug NIST modeling software for use in this particular environment, as requested by our external users. The list of contract line item numbers (CLIN’s), their minimum specifications, the related quantity of each, and the unit of measure of each for this solicitation are as follows: CLIN 0001, Opteron Server: Newisys 4300 Quad Opteron boardset and 3U chassis, Redundant hot swap power supplies and fans, CD/FDD module, Rackmount kit, Four (4) AMD 848 Opteron CPUs, Sixteen (16) 1GB DDR333 SDRAM, two (2) 146GB U320 SCSI disk drives, SuSE 9 Professional (64 bit Linux), and include 3 years next business day replacement; Quantity: 2; Unit of Measure, Each. CLIN 0002, The Portland Group Workstation compilers (64-bit), Suite of parallelizing F77, F90, HPF, C and C++system compilers and development tools. MUST include the Open MP parallel debugger/profiler; Quantity: 1; Unit of Measure, Each. CLIN 0003, APC NetShelter VX 42U Cabinet w/shipping crate, must include 30 amp power strip w/NEMA L5-30P plub. Quantity: 1; Unit of Measure, Each. CLIN 0004, Pentium 4 Workstation: 3.2Ghz 512KB Pentium 4 CPU/800 Mhz FSB,- 2048 MB DDR SDRAM, 160GB Serial ATA disk drive, ASUS AGP 8X 28MB RAM 2048X1536, Sony DRU 530A DVD-RW CD-RW, Windows 2000 Professional, Windows Office 2000, Red Hat Linux 9, VMware Workstation 4.5, and Standard keyboard and mouse; Quantity: 1; Unit of Measure, Each. CLIN 0005, Intel C++ Compiler for Linux; Quantity: 1; Unit of Measure, Each. CLIN 0006, 19” Flat Panel Display; Quantity: 1; Unit of Measure, Each. THE SYSTEM, CONSISTING OF CLIN’S 0001 THROUGH 0006, MUST BE PRE-ASSEMBLED BEFORE BEING SHIPPED TO THE NIST SHIPPING AND RECEIVING DOCK. ACCEPTANCE TESTING REQUIREMENTS FOR CLIN’s 0001, 0002, 0003, 0004, 0005 AND 0006: This acceptance testing will occur within seven (7) days after the system is received by NIST Shipping and Receiving. This acceptance testing must be performed in the presence of the Contracting Officer’s Technical Representative (COTR) to verify that all assembled items are fully operational and operate as intended by the original equipment manufacturers. The COTR will indicate acceptance of the system ONLY IF ALL ACCEPTANCE CRITERIA SPECIFIED BELOW ARE MET, and the system is demonstrated to be fully operational and operate as intended by the original equipment manufacturers. All items must pass acceptance testing criteria before they will be deemed to be accepted by NIST. The provision at FAR 52.212-1, Instructions to Offerors—Commercial items, applies to this solicitation. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial items, applies to this acquisition. The aforementioned FAR provisions cited in FAR 52.212-5 apply to this solicitation: 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-3 ALTERNATE I; 52.225-13; 52.225-15; and 52.232-33. The following additional clause applies to this solicitation: 52.204-7. INSTRUCTIONS FOR RESPONDING TO THIS SOLICITATION: OFFERS WILL BE CONSIDERED FROM ORIGINAL EQUIPMENT MANUFACTURERS OR THEIR AUTHORIZED RESELLERS ONLY. (1) The offer must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. This provision, as well as all other FAR clauses, are accessible on the Internet at: http://www.acqnet.gov/far under “Current FAR” in either .html format or .pdf format. (2) The offer must include all the detailed specification written on CLIN’s 0001, 0002, 0003, 0004, 0005 and 0006. The specifications must show/specify the Pentium 4 Workstation and Opteron Server. (3) Offeror must indicate both duration of warranty AND nature of warranty offered for CLIN’s 0001, 0002, 0003, 0004, 0005, and 0006 (the Government requires that the standard commercial warranty be offered for items being quoted for this solicitation; extended warranty may offered, and, if offered, it must be priced separately in the quotation); (4) DETAILED INFORMATION REGARDING HOW WARRANTY SERVICE WOULD BE PROVIDED, IF NECESSARY, BY THE CONTRACTOR AFTER AWARD, INCLUDING, AT A MINIMUM, RESPONSES TO THE FOLLOWING (A) THROUGH (D): (a) whether the items would have to be shipped by NIST to the Contractor or whether the Contractor would perform on-site (at NIST) warranty service; (b) If the item would have to be shipped to the Contractor, the location(s) (city, state, country, etc.) to where it would have to be shipped for warranty service; (c) If the item would have to be shipped to the Contractor, who would pay for the shipping costs (NIST or the Contractor); and (d) Current availability and location(s) of spare/replacement parts for CLIN’s 0001, 0002, 0003, 0004, 0005 and 0006; (5) Indication of maximum number of days, after receipt of order, that CLIN’s 0001, 0002, 0003, 0004, 0005 and 0006 would be delivered to the NIST shipping and receiving dock; (6) List of assumptions made, if applicable, by the Offeror in submitting the quote that relate to Contractor performance after award. EVALUATION FACTORS FOR AWARD Award will be made using Simplified Acquisition Procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: (1) TECHNICAL ACCEPTABILITY OF THE ITEMS OFFERED IN TERMS OF MEETING OR EXCEEDING THE MINIMUM SPECIFICATIONS. (2) EVALUATED PRICE.
