- Notification of Contract Action (NOCA). This FEDBIZOPS announcement constitutes a NOCA for proposed contract modification award to MacDonald, Dettwiler and Associates (MDA). ESC/SRK intends to award a modification to the existing Eagle Vision/RADARSAT 2 contract to modify the RADARSAT 2 satellite bus in support of the RADARSAT Tandem Topographic Mission. This modification will design, build and test two omni-directional C-band antennas on RADARSAT 2 for frequency synchronization between RADARSAT 2 and the Tandem satellite. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 entitled "Only one source and no other supplies or services will satisfy agency requirements." Authorization to do this is contained under 10 U.S.C. 2304-(c ) (1). MDA is the sole proprietor of the license to develop, market and produce the downlink reception and processing algorithms and systems for the RADARSAT 2 and Tandem satellites, and is therefore the only contractor able to perform the requested service. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
