- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as an UNRESTRICTED Request for Quote. The Request for Quote number is M0031804T0077. The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The North American Industry Classification System Code (NAICS) is 326199 and the Small Business Size Standard is 500 employees. The anticipated contract will be Firm Fixed Price. Marine Corps Base Hawaii Regional Contracting Office has a requirement for the following items. CLIN 0001, Water Filled Barriers, p/n Safe-Hit PCS 2000 or equal, General Dim ensions: 78”L x 21”W x 32”H, Weight: 90 lbs (Empty) 1,290 lbs (full). Incorporated Forklift ports. Water Capacity of 145 gals. Must be stackable and connectable to the existing Safe-Hit PCS 2000 barriers, QUANTITY 75/PAIRS; CLIN 0002, 28” Traffic Cone with 6” Reflector strip and 10 lb black base. QUANTITY 500 each; CLIN 0003 42” T-Top Delineator with 10 lb base. QUANTITY 100 each. Award will be made to the contractor that can provide the BEST VALUE to the Government. Evaluation criteria shall include Technical, and Price. Technical evaluation will include compatibility to existing stock on hand. Contractors shall submit supporting documentation on their products’ specifications. The following FAR Clauses/ Provisions apply: FAR 52.212-4 Contracting Terms and Conditions – Commercial Items (OCT 2003), FAR 52.212-3 Offeror Representations and Certifications – Commercial Items (May 2004) (Copies of 52.212-3 are available upon request from the Contracting Office or the Internet at (www.arnet.gov/far), DFAR 252.225-7036 North American Free Trade Agreement Implementation Act (Applies to actions $25,000.00 - $100,000.00 (MAR) 1998, DFAR 252.204-7004 Required Central Contractor Registration. DFAR 252.232-7003 Electronic Submission of Payment Requests (JAN 2004). The Offeror should also provide its Commercial and Government Entity (CAGE) CODE, Contractor Establishment Code (DUNS number) and Tax Identification number. Contractors must be registered in the Central Contractor Register to be considered for award (NO EXCEPTIONS). Quotes must be received no later than 12:00 P.M. Hawaii Standard Time, 16 July 2004. Quotes shall be submitted via facsimile to Attn: Riley Yogi at (808) 257-2350 or via email at Riley.Yogi@usmc.mil. The quotes submitted must clearly identi fy this notice and the name of the contracting officer on the first page or subject line. Submitters bear the burden of ensuring that the quotes reached the designated contracting office on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission or emails and attachments must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of emails and attachments, and facsimile transmission and should confirm by telephone that any facsimile was received.
