- Description
- The Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS) attends to award on a sole source basis a purchase order to Howard Snyder, Ph.D., 1616 Randolph Lane, Verona, PA 15147. In accordance with the Prison Rape Elimination Act of 203 (P.L. 108-79), BJS is implementing a program to compile statistics on the incidence and prevalence of sexual assault in jails, prisons, and juvenile facilities. BJS has extensive experience collecting data from and within jails and prisons, however, there is limited in-house experience regarding the collection of data from and within the juvenile justice correctional system. Outside expertise is needed in order to properly address the concerns regarding confidentiality, consent, facility classification, juvenile justice terminology, and other issues which may arise in the collection of data from youth. Dr. Howard Snyder,is the Director of Systems Research for the National Center for Juvenile Justice (NCJJ). The Systems Research Division (SRD) provides policymakers, practitioners, the media, and the public with statistical information on child victims and offenders, as well as the entire juvenile justice system. Dr. Snyder has worked extensively with the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to improve the quality, accuracy, and utility of national data on juvenile justice. Dr. Snyder is an ideal candidate to aid BJS in developing a national data collection on the sexual assault of juveniles in correctional placement. He was actively involved in the design and development of the Census of Juveniles in Residential Placement (CJRP) and the Juvenile Residential Facility Census (JRFC) conducted by OJJDP. He is also very familiar with the development and implementation of OJJDP’s new Survey of Youth in Residential Placement (SYRP), which interviewed about 10,000 youth in residential placement regarding their background, delinquency, and facility experiences, including a brief section on sexual assault. Dr. Snyder’s expertise is of importance because BJS is under a mandate by Congress to provide estimates of sexual assault within juvenile correctional facilities as soon as possible. His knowledge of the juvenile justice system and juvenile delinquents is the ideal resource to tap to expedite the development and implementation of this data collection.
