Description
The US Army Corps of Engineers, New York intents to use a sealed bidding method to award a contract for performance of maintenance dredging of Lake Montauk Harbor, New York, Federal Navigation Project, with subsequent placement of the dredged materia l on the adjacent shoreline. This procurement is being solicited as SMALL BUISNESS SET-ASIDE. The applicable NAICS Code is 237990 with a small business size standard of $28.5 million. The estimated cost for this project is $500,000.00 to $1,000,000.00. Pl ans and Specifications will be made available on or about 02 August 2004. The project is scheduled to remove approximately 16,000 cubic yards of shoal material to be dredged to a depth of 12 feet below Mean Low Water with 2 feet allowable overdepth. The s ite of work (dredging) is located in the Town of East Hampton, Suffolk County, New York. It is anticipated that approximately 3,500 cubic yards of material from the authorized channel, and 7,000 cubic yards of material from the 50-foot deposition basin, w hich is directly parallel to the first half of the channel along the eastern boundary will be dredged. Dredging may be performed in these areas to 15 foot Mean Low Water depth if the New York State Department of Environmental Conservation request an addit ional 3,500 cubic yards for beach nourishment. In addition, the United States Coast Guard (USCG) may be request dredging of approximately 2,000 cubic yards at their USCG station located in the Harbor. The successful offeror will furnish all plant, labor, materials and equipment, and perform all dredging, and pumping of the dredged material. The duration of the project is approximately 25 calendar days after the issuance of the Notice to Proceed. Bid opening date is tentatively scheduled for 02 September 2 004 at 1:30 PM EST, Bid opening will be held in Room 1841 of 26 Federal Plaza, New York, NY 10278-0090. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utiliz ed for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge at http://nan.usace.army.mil. Minimum system requirements are Pentium II personal computer, Microsoft Windows 95 or greater, 128 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferre d method, however, CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will NOT deliver to P.O. boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to USAED, NY. A Small Business Subcontracting Plan is required for all large firms. DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must b e registered in the Department of Defense CCR database prior to award.
