Description

The U.S. Army Corps of Engineers, Seattle District, has a requirement for maintenance dredging of the Snohomish River downstream settling basins and portions of the navigation channel in Everett, WA. The contractor shall be responsible for mechanically dre dging up to approximately 300,000 cubic yards at the downstream setting and mechanically dredging a portion of the upstream basin. The contractor shall be responsible for disposing of the dredged material at the Pacific Sound Resources (PSR) site, the Rive rside Business Park and/or the Washington Department of Natural Resources (DNR) Port Gardner disposal site as described next. Downstream sediment shall be transported by bottom-dump scow to the PSR site Elliott Bay. Dredged material shall be used to form a cap at an offshore area of the PSR superfund site. Dredged Material shall be disposed at the PSR site onto predefined targets. The center of scow shall be within a 100 ft radius of the targets. If the PSR site is not available, sediment shall be disposed at the DNR Port Garner open-water site. A portion of the downstream sediment may also be dredged mechanically and deposited at the PSR site by bottom-dump scow. Upstream sediment, up to 150,000 cubic yards, shall be deposited by hydraulic dredge pipeline onto the Riverside Business Park Site located in the vicinity of the upstream setting basin approximately 6 miles upstream from the mouth of the Snohomish River. If neither the PSR site nor the Riverside site is available sediment shall be disposed at the DNR Port Gardner disposal site. All work shall be completed in accordance with plans and specifications package. This solicitation will be issued as an Electronic Bid Set (EBS) on the Seattle District U.S. Army Corps of Engineers Web page in electronic for mat only. No disks will be mailed. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-888-227-2423. The North American Industry Classification System (NAICS) Code is 237990 with a size standard of $ 17.02 million. Project is open to both large and small business. If you are a large business and your proposal will exceed $1 million, you will be required to submit a subcontracting plan with goals for small, HUBZone, small disadvantaged, small woman-owned, and small v eteran-owned concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $12 million.
