- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation seeks quotes for NEW equipment only; the Government will not consider quotes for refurbished equipment. The Solicitation Number is SB1341-04-Q-0587. The solicitation is issued as a request for quotation (RFQ). The requisition document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This solicitation is being conducted on an unrestricted competitive basis. The North American Industrial Classification System (NAICS) (see http://www.census.gov/epcd/www/naics.html) code for this solicitation is 332311, and the small business size standard for that NAICS code is 500 or fewer employees. NIST intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Offerors may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. All responsible sources MUST submit the pricing portion of their offer for this solicitation using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer. OFFLINE PRICING SHALL NOT BE ACCEPTED. PRICING MUST BE SUBMITTED THROUGH FED BID. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. NIST is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The solicitation pricing on FedBid.com will start on July 16, 2004, and end on July 27, 2004 at 12:00:00 pm Eastern Time. The list of contract line items numbers and items, quantities and units of measure are as follows, for which detailed specifications are included in the reverse auction at FedBid.com for this solicitation: Item No. 0001, Temperature Controlled Fuel Storage Container that Meets or Exceeds the Specifications posted in the reverse auction on FedBid.com; Delivery of (including all personnel, and equipment necessary) Item Number 0001 MUST be made to the address that will be specified in the purchase order (NIST, Building 205, Large Fire Lab, 100 Bureau Drive, Gaithersburg, Maryland 20899-0001). The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Award will be made using Simplified Acquisition Procedures under FAR Subpart 13.5, Test Program for Certain Commercial Items. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quote offers the lowest price, technically acceptable offer. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer, with all applicable sections therein completed by the Offeror. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Temperature Controlled Fuel Storage Container shall meet or exceed the following specifications: **8 feet, 6 inch high x 14 feet wide x 8 feet deep and have an overhead roll up door 10 feet wide x 6 feet 8 inch high fuel storage unit; **Have, an explosion proof 14,000 BTU or greater air conditioner and at least a 12,000 BTU explosion proof convection heater; **R-11 insulation in walls and ceiling; **Two (2) bulkhead penetrations at customer specified locations. Locations will be provided by the technical contact to the Contractor after receipt of order; **A 6 foot set of shelving 14 inches wide with a 2 inch lip.
