- Description
- The Health Resources and Services Administration (HRSA) intends to negotiate on a sole sources basis with the State of Alaska, Division of Health Care Services, 4730 Business Park Blvd., Ste. 18, Anchorage, Alaska 99503 . The State of Alaska shall provide services to facilitate the development of and building of capacity to license and survey FESC by the agencies of State government responsible for such activities. The NAICS Code is 541990, 6.0 million. The contractor is expected to work closely with other agencies of State government, providers across the State that currently provide extended care services, national experts on FESCs, and Federal staff from both CMS and HRSA. If any providers in the State are participating in a FESC demonstration program through CMS or HRSA, the contractor will also be expected to work with those providers in the development of licensure and certification protocols. The contractor is also expected to work with legal counsel on all aspects of this project. Tasks that will be performed under this contract include the establishment of authority to license and certify FESCS, development of FESC conditions of participation and survey protocols, hiring of staff to conduct surveys of potential FESCs, and development of tools that other states can use to facilitate and expedite State licensure, survey and certification of FESCs. The Frontier Extended Stay Clinic (FESC) program and model were developed in part due to the interested and involvement of Alaska providers and officials in the FESC concept. While FESC services are conducted at clinics in the ?lower 48,? Alaska providers have significantly more experience in providing extended care services. Primarily out of necessity, Alaska providers utilize FESC services more widely and more often that anywhere else in the country. The State of Alaska has the most appropriate experience with FESC services; it is the only state capable of undertaking this project. Within the State of Alaska, the Office of the Commissioner of Health and Social Services oversees all agencies of the State that are involved with the licensure and survey of health care facilities. The Commissioner?s Office within the Alaska Department of Health and Social Services is the only organization that can perform the duties specified under this contract. Any other organization that attempts to retrieve this type of privileged information would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition, therefore, the State of Alaska, is a responsible source without substantial duplication of cost to the Government under authority 41 U.S. C. 253 (c), (1) as set forth in FAR 6.302-1.
