Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ-F1RMOC41820200. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and Defense Acquisition Circular 91-13. This procurement is being issued as 100% small business set-aside. The North American Industry Classification System (NAICS) Code is 336212 and the size standard of 500 employees applies to this procurement. The requirement is for 34 Sea Land Containers, size 8x8x40 and 16 Sea Land Containers, size 8x8x20. The line items description is: 50 each containers (Sea Land), Contractor to provide containers delivered to Gila Bend AFAF, Arizona. Total price shall include loading, shipping, and unloading at shipping points. All containers must be lead free, asbestos free and be rated ?A? or ?B? for hazardous material. If this documentation is not attainable containers may be steam cleaned to insure they are free of materials listed above. The containers shall measure something close to 8X8X40 total of (34) and 8x8x20 total of (16). Containers must not contain any visible damage such as rips, holes or major dents . All containers will be shipped to locations up to 50 miles from Gila Bend AFAF, Arizona. Containers will be used as munitions bomb targets on the Barry M. Goldwater Range. Work hours are 6:30 AM -3:00 PM, Mon-Fri, however, contractor may work outside of these hours and days with proper coordination. Contractor shall have an individual on site to download and catalogue all containers and provide report to government listing container serial numbers and locations. All personnel delivering containers to the BMGR will be required to view a range orientation video (appx 30 min.), receive strict orders and procedures on entering and exiting a live bombing range, and sign a hold harmless agreement (which is good for 1 year) prior to entering range. Contractor shall provide Entry authorization listing (EAL) indicating names of individuals delivering containers with the last 4 digits of their SSAN?s. The evaluation will be based on total cost. The following clauses cited are applicable to this solicitation: The provision at FAR clause 52.212-1, Instructions to Offerors--Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items; FAR 52.212-4,Contract Terms and Conditions-Commercial Items; FAR 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; FAR 52.228-5, Insurance-Work on a Government Installation; FAR 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration; DFARS 252.232-7003, WAWF, and 52.252-2, Clauses Incorporated by Reference. 52.219-6, Notice of Small Business Set Aside is applicable, clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The contractor shall deliver all requested containers (total of 50) within 30 calendar days from the date of this contract to the Government to Attn: Timothy Sizemore, Gila Bend AFAF, AZ; To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
