Description
The U. S. Department of the Interior, Minerals Management Service/GovWorks, intends to make a firm-fixed price, sole source award to Lockheed Martin Missles and Fire Control, Goleta,CA. GovWorks/DOI intends to issue a Purchase Order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items and 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Redstone Technical Test Center. This procurement is to acquire one ImageIR LWIR Thermal Imaging and Measurement System and accessories. The total estimated cost of the procurement is $148,300.00. The Objective Mobile Infrared Scene Projector lab of RTTC utilizes radiometric cameras in support of missile systems. Currently, an existing SBFP Mid Wave Infrared camera is used for Mid Wave applications. The Mid Wave IR software can be modified to accommodate the SBFP Long Wave Camera which is cost effective in both time and engineering effort. Additionally, technicians are familiar with the operation and maintenance of the Mid Wave camera and this will transfer to the Long Wave camera, limiting the learning curve on operation and maintenance. To compete this action and award to another vendor would result in loss of compatibility between hardware and existing software, and the need to train additional personnel in the operation and maintenance of another vendor's product. Award to another vendor would result in substantial duplication of cost that the Government is not expected to be recovered through an open competition. RTTC has determined that the equipment required is available from only one responsible source and no other type of equipment will satisfy agency requirements. Award to a vendor other than Lockheed Martin Missles and Fire Control Technologies would result in the acquisition of substandard equipment that will not meet mission requirements. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. EST July 26, 2004, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
