Description
The Naval Facilities Engineering Command, Pacific, Acquisition Department (ACQ0252), on behalf of the Commanding General, Marine Corps Base Hawaii, is requesting proposals from qualified providers of utility services to assume ownership of Government utility system(s) and to provide utility service(s). The services being procured under this solicitation will require a regional or municipal utility or a private company to take over/acquire ownership, operation, maintenance, and technical engineering support/services of the electrical power distribution and wastewater systems. The term utility services do not include the utility commodity. The solicitation includes the systems currently operated by the Marine Corps Base Hawaii (MCBH) on Oahu (electrical distribution and wastewater). The Government reserves the right to make multiple asset conveyances and multiple utility service contract awards from this solicitation. In accordance with 10 U.S.C. 2688, disposition of a utility system is contingent upon meeting two statutory requirements: (1) the receipt of a fair market value, and (2) an economic analysis that demonstrates that, (a) the conveyance results in a long-term economic benefit to the United States that exceeds the long-term economic cost to the United States, and (b) the conveyance will reduce the long-term costs of the United States for utility services provided by the utility system concerned. The technical proposals shall also be at least technically acceptable. These criteria must be met for each separate utility system. Proposals shall be evaluated for each type of system and each location, possibly resulting in two (2) separately awarded contracts under this solicitation. It is anticipated that the technical evaluation criteria will be as follows: Past Performance on Relevant Projects, Experience and Key Personnel Qualifications on Relevant Projects, Technical Plans and Other Technical Considerations. The technical evaluation criteria are provided for informational purposes only and may be changed upon issuance of the RFP. Concurrent with the sale of the utility systems, the Government will acquire distribution utility services to replace the service currently provided by the Government. The sale of the utility systems is authorized by and conducted under 10 U.S.C. 2688. The desired goal of this sale is to transfer all right, title, and interest of the United States in and to the utility systems mentioned above. The utility systems being sold include all equipment, fixtures, structures, and other improvements utilized in connection with the utility systems. The divestiture will not include the real property upon, under, or around any utility system, or any Federal electrical commodity. The Contractor shall furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental services for the complete ownership, operation, maintenance, repair, upgrades, and improvements to these utility systems. The Contractor shall provide these services in accordance with all terms, conditions, and special contract requirements, specifications, attachments, and drawings contained in the solicitation or incorporated by reference. The proposed contract action is advertised on an unrestricted basis under the following North American Industry Classification System (NAICS) codes: NAICS 221122, Electric Power Distribution, with a size standard of 4 million megawatt hours and NAICS 221320, Sewage Treatment Facilities, with a size standard of $6 million. A pre-proposal conference and site visit shall be held in Hawaii. The specific date and time are to be determined at a later date. Details shall be posted to the NAVFAC E-Solicitation website at http://www.esol.navfac.navy.mil. It is the offeror?s responsibility to periodically check the website for pertinent information. Directives prevent us from posting the entire solicitation and associated documents on the internet, however, to the maximum extent possible, the RFP documents will be posted to the NAVFAC E-Solicitation website. Documents that cannot be posted will be available in the Technical Library. To the maximum extent possible, amendments to the solicitation will be issued on the NAVFAC E-Solicitation website at http://www.esol.navfac.navy.mil. Therefore, it is the offeror?s responsibility to periodically check the E-Solicitation website for amendments and notices regarding this solicitation. The desired method of communication is via email. RESPONSE DATE: Closing time for receipt of proposals is anticipated to be on or about December 6, 2004 at 2:00 P.M., HST, at Pacific Division, Naval Facilities Engineering Command, Building 57, Pearl Harbor, HI 96860-3134 (ACQ0252). Proposals may be mailed or hand-carried, however, offerors are cautioned that the base is a secured base and access is restricted. Please see Section L of the solicitation for instructions on obtaining base access. Regardless of the method of proposal submission, the provisions of FAR 52.215-1, Instructions to Offerors?Competitive Acquisition, paragraph (c)(3) apply.
