- NAICS Code: 511120 The U.S. EPA intends to negotiate for the Ground Water and Ecosystem Restoration Research Library, located in Ada, OK, on a sole source basis with Elsevier Science for the renewal of the following journal subscriptions: Advances in Water Resources, Chemical Health and Safety, Ecological Engineering, FEMS Microbiology Ecology, FEMS Microbiology Reviews, Geochimica et Cosmochimica Acts, Geoderma, Journal of Colloid and Interface Science, Journal of Contaminant Hydrology, Journal of Hazardous Materials, Journal of Hydrology, Organic Geochemistry, Soil Biology and Biochemistry and Water Research. The journals are needed for highly specialized research being conducted at the Ground Water and Ecosystem Restoration Research Laboratory. These subscriptions are available from the publisher of these journals, Elsevier Science, and EPA market research indicates they are not available from other publishers. However, any firm believing itself capable of offering subscriptions to these journals to the EPA may submit technical documentation establishing the ability to supply these journals. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Friday, July 30, 2004 at 2:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 511120.
