- Description
- The Bureau of Administration, Office of Acquisition, Department of State plans to conduct a competitive competition for the Accounts Receivables function for the Bureau of Resource Management, Charleston Financial Service Center (CFSC). CFSC is located in Charleston, SC, and is the central provider of financial services for the Department. The Department wants to maximize collections, manage individual receivables in accordance with applicable legislative and procedural guidelines, increase the use of the Department of Treasury collection programs and provide industry standard customer support to the public, federal agencies and other customers. The purpose of this competition is to acquire the services of a contractor to provide accounting support functions at the CFSC. The Contractor shall provide accounting support in the areas of collections, accounts receivable, reconciliation of financial transactions, maintaining accurate account records, preparing accurate and timely accounting reports, and performing miscellaneous accounting tasks as required. A Fixed Price, performance based, contract will be awarded with a base period and four 12-month option years. The NAICS Code is 541219, and the business size standard is $7,000,000.00. The cascading preference source selection method will be used in the evaluation of firms for award under this solicitation. The cascading source selection method permits small and large businesses to submit offers. Offers from small businesses will be considered first. In accordance with FAR Subpart 19.5, any award resulting from the solicitation will be made to an eligible small business concern provided that (1) at least two competitive offers are received from responsible small business concerns, and (2) award will be made at a fair market price. If conditions for award to a small business concern are not met, award will be made on the basis of full and open competition considering all offers submitted by responsible business concerns.
