Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clasues are those in effect through Federal Acquisition Circular (FAC ) 97-27. The associated North America Industry Classification System (NAICS) Code is 339111 and the Business Size Standard is 500. The combined synopsis/solicitation number is W91ZLK-04-T-0615. The contractor shall provide Monica Mk6 Starter Pack. Thi s consist of the following:. 1 x monica Mk6 drilling head (DH),1 x 5M Viton covered drill head umbilical (DHU) (connects the DH to the MCU so keeping the MCU 5m from the target), 1 x Microprocessor control unit (MCU) complete, 1 x Remote control handset (H S), 1 x Cable reel, 100m MIL spec cable and connectors (CR),1 x 24V universal battery charger and lead, 1 x 316L Stainless steel dipleg adapter, 1 x 316L Stainless stell probe extractor, 1 x monica Mk6 Toolkit, 3 x Fitted flight cases for all of above, 1 x Stainless steel small diameter adaptor (SDA), cased with Kevlar airbag for use with small diameter targets/munitions, 1 x operational insstruction and workshop manuals on CDROM, 10 x Probes complete with nylon 66 seal, 10 x Replacements vacuum pad seals ( pair), 10 x Replacement vacuum filters, 10 x Sampling adaptor with nylon 66 bodied self sealing syringe, or 10 x Solid/Liquid samples as required, 1 x Spare monica Mk6 drilling head, cased and assembled. The referenced part numbers are those of MMIC EOD LTD. and are being solicited on a Brand Name or Equal Basis. The above characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand nam e product referenced in this announcement. If the vendor proposes to furnish an equal product, the brand name of the product to be furnished shall be inserted on the proposal. Quantity of 1 is required. This contract is Subject to Availability of Funds . Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army, Aberdeen Proving Ground, MD 21010. The following clauses will be incorporated by reference. 52.209-6 Protecting the Government??????s Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.211-6 Brand Name or Equal, 52.212-4 Contract Terms and Conditions??????Commerical Items, 52.223-11 Ozone-Depleting Substances, 52.232-18 Availability of Funds, 52-247- 34 F.O.B. Destination, The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be inclu ded in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and Past Performance when combined are significantly more important than cost or price. The government is not responsible for locating or securing any information, which is not identified in the proposal. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the abilit y of the offeror to meet the delivery schedules, warranty, and support. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representatio ns and Certifications--Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
