- Description
- The U.S. Geological Survey, Geologic Hazards Team (GHT), National Seismic Hazard Mapping Group (NSHMG), Golden, CO has a requirement for research activities supporting specialized seismic hazard analysis and cost benefit analysis. The Geologic Hazards Team conducts research in geology, geophysics, seismology and engineering seismology in order to assess seismic hazards and risk on regional, national, and international scales. The GHT and NSHMG produce National Seismic Hazard Maps that are incorporated with the International Building Codes. Currently the IBC is adopted by jurisdictions in 44 states and is being used to design billions of dollars worth of new construction each year. However, there is some resistance to IBC adoption in the Central U.S, largely due to the fact that the 500-year recurrence time of large earthquakes has lead to a faulty perception that the risk is low. There is concern about the cost of implementing new IBC provisions when compared to the benefits in terms of loss reduction. The lack of cost-benefit analysis of the seismic provisions in the IBC is an obstacle towards the full adoption of products based on the USGS National Seismic Hazard Maps. The expected annualized losses of property and lives from earthquakes for the existing building codes and the reduction in losses that would occur under new IBC provisions will be evaluated and a quantitative assessment of the extra costs of implementing the new IBC provisions will be determined. The cost effectiveness of mitigation between areas of short recurrence times and relatively robust infrastructure (e.g. California) and long recurrence times and fragile infrastructure (e.g. central and eastern U.S.) will be part of this study. Therefore, the USGS, GHT seeks the services of a firm with personnel experienced in seismic hazards analysis and cost benefit analysis, with expert knowledge and experience in the area of cost benefit analysis, fragility curve development, and computation of expected earthquake losses, with a background in civil and structural engineering familiar with the IBC to conduct a rigorous cost-benefit analysis for regions throughout the United States to evaluate the cost of adopting the IBC versus its benefits for reducing the losses of property and lives from future earthquakes to perform the work proposed herein. The work being performed under this requirement does not require certification by a registered or licensed engineer. The services described herein are not architectural and engineering services therefore are not subject to the Brooks Act. It is anticipated that this contract will be for one 12-month base year with one additional 12-month renewal option period. This procurement is 100% set-aside for small business with a NAICS Code of 541710 with a size standard of 500 employees. This is not a commercial item.
