Description
The Department of Defense (DoD) spends approximately $100 billion in services annually. DoD has embarked upon a spend analysis for various types of services to determine how much is being spent, to implement strategic sourcing approaches, and to ult imately develop a sound commodity strategy resulting in cost savings and improvement of services provided. The purpose of this Request for Information (RFI) is to solicit information on wireless handheld devices and services, specifically, cell phones, pa gers, and wireless e-mail devices. GOALS: DoD is seeking information to assist us in attaining a solution that supports the following goals: * Develop Department-wide cross-functional acquisition strategies in order to improve Total Cost of Ownership for w ireless handheld devices and services. * Address improvements in meeting socio-economic goals through the use of strategic sourcing. * Leverage commercial best practices in order to streamline and standardize DoD acquisition business processes. RESPONSES T O THE RFI: The following sections provide a suggested format for a response to the RFI. This format is intended to minimize your effort and structure the responses for ease of analysis. Please do not provide proprietary information in response to this RF I. Section 1 - Spend Data: Provide comprehensive spend data for calendar year 2003 for DoD offices in accordance with the information contained in a file layout that can be requested from Ms. Joanie Newhart at joanie.newhart@itec4.army.mil. It is preferre d that a tab delimited flat text file be used for your response; however, if you are unable to submit the data in that format, an access database file is an alternative approach that can be used for our analysis. Section 2 - Acquisition Approach: Provide ideas and suggestions for DoD acquisition approaches for procuring wireless handheld devices and services more efficiently and cost effectively. Include the following information: * Best commercial procurement practices, * Recommended metrics to be used t o measure the success of the acquisition approach, * Description of potential technical risks and how to best mitigate those risks, * Ideas for improving socio-economic goals in the acquisition process. Section 3 - Government Business Practices: Provide a list of government business practices that impact your ability to provide cost-effective business solutions to the Government's wireless handheld device requirements. Provide suggestions for improvements to these practices. Section 4 - Additional Material s: In addition to the information requested above, you may provide supplemental materials, such as product and service information brochures, related to wireless handheld devices. Responses to the RFI will not be returned. In accordance with FAR 15.202(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI.
