Description
The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the RDEC Night Vision and Electronic Sensors Directorate (NVESD), Science and Technology Division, Signal and Image Processing Branch, plans to negotia te a sole source contract with Science and Technology International (STI) for the test, assessment, and modification of imaging hyperspectral electro-optical sensors and algorithms for airborne minefield detection. Under this effort, STI shall assess the viability of the following passive imaging hyperspectral electro-optical sensors: the Visible to Near Infrared (VNIR) Advanced Airborne Hyperspectral Imaging System (AAHIS4), and Short-Wave Infrared (SWIR) Hyperspect ral VNIR 400nm to1000nm (HVN0410) Sensor. The contractor shall also provide enhancements as necessary to electro-optics airborne minefield detection sensor and algorithm technology used in wide area airborne minefield detection. The contractor shall perf orm airborne data collections with the electro-optical sensors, develop Automated Target Recognition (ATR) algorithms, conduct image processing, and perform phenomenology studies for mine and minefield detection. Negotiations will be conducted on a sole source basis with STI under the statutory authority for other than full and open competition, 10 USC 2304 (c) (1) defined as Only One Responsible Source and no other supplies or services will satisfy Agency requirem ents. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the required tasks may submit a proposal that will be considered by the agency. The duration of this effort is 2 years, and the resultant contract will be Cost Plus Fixed-Fee (CPFF).
