- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 04SP201052 is issued as a Request for Proposal (RFP). Solicitation 04SP201052 incorporates provisions and clauses in effect through Federal Acquisition Circular 24. This acquisition is solicited pursuant to FAR 6.2 "Full and Open Competition" all responsible sources are permitted to compete. In accordance with FAR 19.1307 "Price evaluation preference for HUBZone small business concerns" applies to this requirement. A firm-fixed price contract will be awarded. The NAICS Code is 221310 with a small business size standard of $5 million. Delivery, acceptance and FOB point for the water treatment plant is the work site located at the following: Bureau of Reclamation Facilities, Lake Berryessa Field Office, 5520 Knoxville Road, Napa, CA 94558. As for this requirement, the Bureau of Reclamation (Reclamation), Mid-Pacific Region is soliciting for a "state of the art" 60 gpm Microfiltration (MF) or Ultrafiltration (UF) pre-engineered, pre-constructed water treatment plant, in accordance with the following statement of work: A) General: The existing Water Master up-flow clarifier and horizontal pressure filter located in the Bureau of Reclamation's water treatment building at Lake Berryessa California is marginal in treating source water to a quality required to meet current drinking water regulations as required by the State of California Health Department. During the winter of 2004 and 2005 visitation season, the existing plant is to be removed and replaced with package 60 gpm MF or UF system. Voltage available at the treatment building include 120 single phase, 230 3 phase and 440 3 phase. B) Data Supplied By the Government: Water Quality at Intake, Lake Berryessa, Attachment 1. C) Requirements: (1) Provide a complete "state of the art" 60 gpm MF or UF pre-engineered, pre-constructed water treatment plant including all associated tanks and equipment required for backwashing and chemical cleaning. The system will be pre-engineered, pre-piped, skid-mounted and include all the accessories required for operation including those noted below. (2) The supplied system must have the ability to produce treated water extracted from Lake Berryessa to a quality that will meet the requirements of EPA Safe Drinking Water Act/Surface Water Treatment Rule and the California Department of Health Services at a filtered water rate of 60 gpm. The provided treatment plant shall include the following, as a minimum: a) Complete "state of the art" PLC control system to control all components of the supplied system in either the manual or automatic mode. The PLC will have the capacity to include the control of the 230 volt 3 phase source water pumps and the treated water service pumps; b) Inline particle counter to monitor particle numbers and size in the treated water. Particle counter shall be equal to Hach model 2200 PCX; c) Inline treated water turbidimeter. Turbidimeter shall be equal to Hach model 1720E low range process turbidimeter with Modbus RS 485 output; d) Inline free residual chlorine analyzer equal to Hach model CL17; e) Dual Pen, 10 inch, chart recorder to record treated water turbidity and free chlorine residual; f) "State of the Art" inline ultraviolet (UV) disinfection system to disinfect the filter water before chlorination. The provided UV system will be based on a design flow between 60 and 70 gpm, provide a minimum dose of 40 mJ/cm2 and include automatic wipers. The provided UV disinfection system must meet the requirements of the California Department of Health Services; g) Liquid chlorine injection point following UV disinfection. 3) Provide a minimum of 8 hours of operator training for the installed system and operate the system for a minimum of 4 hours before acceptance. 4) Provide a warranty that the system will provide treated water that will meet the current requirements of the State of California Health Department 99% of the time for a period of 1 year after installation and acceptance by the Government. Acceptable MF/UF Systems: (a) The proposal must incorporate a MF/UF technology approved by the California Department of Health Services Drinking Water Program's Surface Water Treatment Committee. A list of approved technologies can be found on the DHS website http://www.dhs.ca.gov/ps/ddwem/publicatoins/aftr6_2001.PDF. (b) Acceptable manufacturers of microfiltration systems are Pall and Memcor. (c) Acceptable manufactures of ultrafiltration systems are Aquasource, Hydronautics, Koch and Zenon. Proposals not using one of the above systems will not be accepted. FAR provision 52.212-1, Instructions to Offerors - Commercial Items (Jan 2004) applies to this acquisition. In addition, an addendum to FAR provision 52.212-1 also applies. FAR Provision 52.212-2, Evaluation - Commercial Items (JAN 1999), is hereby incorporated by full text. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i) technical capability of the item offered to meet the Government requirement; (ii) past performance (see FAR 15.304); (iii) price. The evaluation factors are listed in descending order of importance. Technical and past performance, when combined, are significantly more important than cost or price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2004) applies to this acquisition, and is hereby incorporated by reference. All offerors shall include a completed copy of the provision with its offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003), applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (June 2004), applies to this acquisition.
