*NAICS CODE: 236220, Commercial and Institutional Building Construction *SMALL BUSINESS SIZE STANDARD: $28.5 million *THIS PROJECT IS SET ASIDE FOR HUBZONE SMALL BUSINESS *TITLE OF PROJECT: Re-establish the Historic Scene (PUHE-155/PMIS 06559) and Construct Upper Heiau Comfort Station (PUHE-7160/PMIS 80005) *GENERAL: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov and through the Federal Business Opportunities website at www.fedbizops.gov. Paper copies of this solicitation will not be available. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF formats. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. No other notifications will be sent. *ANTICIPATED SOLICITATION ISSUE DATE: August 3, 2004 *ANTICIPATED PROPOSAL RECEIPT DATE: September 1, 2004. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. *DESCRIPTION: This project is located at the Pu'ukohola Heiau National Historic Site, Kawaihae, Island of Hawaii, State of Hawaii. The work consists of the demolition of five structures and moving three structures at the existing visitor center, construction of a permanent visitor center building of approximately 3,304 square feet at a new location and a comfort station building of approximately 885 square feet with sewer system, and re-establishment of the historic scene on Hill-of-the-Whale. The structure(s) will include a visitor information kiosk, exhibit area, administrative offices, storage rooms, covered orientation/viewing area, cooperating association sales area, AV room and equipment, lighting for buildings and parking lot, drinking fountains, benches, restrooms, landscaping, linking of existing interpretive trails to new facility, air conditioning, installation of utilities (water, power, telephone), necessary signage, and construction of sidewalks, access, and parking area with striping. *TYPE OF PROCUREMENT: The Government anticipates award of a firm fixed price contract requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price. *ESTIMATED PRICE RANGE: $1,500,000 to $4,000,000 *TIME FOR COMPLETION: 330 calendar days *All responsible HUBZone small businesses may submit a timely offer that will be considered. The National Park Service encourages participation of disadvantaged, veteran-owned, and women-owned business enterprises. *In order to download a copy of the solicitation, vendors may be asked to register their company with the electronic commerce website.
