- The Defense Information Systems Agency (DISA)/GIG Enterprises Services ? Engineering Directorate (GE) is seeking vendor information to identify potential small business sources with the capability to provide technical support to DISA in accomplishing its mission developing Combatant Command Nuclear Battlestaff and National Military Command System (NMCS) Operations Team (OT) Nuclear Command and Control (NC2) assessments for the Joint Staff Deputy Director for Global Operations (DDGO) Strategic Operations Division. DISA supports the Joint Staff in developing these annual NC2 assessments by working with the Joint Staff to produce assessment materials and assessment scenarios in support of the Joint Staff - Staff Assessment Visit (SAV) Battlestaff Certification program. Potential offerors must possess and demonstrate national and combatant command level NC2 knowledge consisting of working familiarity with current NC2 procedures and technical and operational requirements, and must possess the capability to support development of national level NC2 assessments. Firms require experience developing assessment scenarios and realistic scenario timelines and assessment supporting materials. For this project we require potential offerors to demonstrate the ability to produce such materials as: real time assessment injects and detailed assessment events and specific force and C2 related background (status and posture) information presented in a manner to enable the Joint Staff to observe and assess Combatant Command battlestaffs and Operations Teams performing their required missions and functions in support of NC2 operations. Potential offerors must be familiar with United States national strategic and nuclear policy, strategy, force structure, posture and National and Department of Defense (DOD) NC2 doctrine, procedures and operational status ? including familiarity with the Emergency Action Procedures (EAP) of the Chairman, Joint Chiefs of Staff (CJCS) and associated Joint Staff and Combatant Command plans and instructions. Furthermore potential offerors must possess sufficient familiarity with world political and military postures and current world politico-military issues and status sufficient to aid in developing assessment scenarios impacting national NC2. Additionally, working familiarity with and the ability to develop and format inject messages using the Nuclear Planning and Execution System (NPES) is required. Offerors must be able to handle, process and produce TOP SECRET information and must have personnel available to be assigned to this project who possess appropriate SCI and SIOP clearances. Potential firms of interest shall include a concise synopsis of their organization (include company name, address, telephone and fax numbers, appropriate web page address and technical points of contact), key departments or personnel to demonstrate past experience or capability to meet the specific needs as stated in the preceding solicitation of interest. Responses should also address the firm?s ability to perform this work requiring frequent ? at least weekly - face-to face interaction with DISA and the Joint Staff who are located in the greater Washington D.C. metropolitan area. Additionally small business status should be justified in accordance with requirements of NAICS code 541519 ? Professional Scientific and Technical Services. Potential offerors should indicate status as a Service-Disabled Veteran Owned Small Business (SDVOSB), HUBZone, Small Disadvantaged Business (SDB), 8(a), or Women-Owned Small Business (WOSB) if applicable.
