- RFQ R3-WZ-04-70 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. . Line Item 1 ? 575,910 pounds of Cerael Barley (Hordium vulgare). Line Item 2 ? 364,105 pounds of Native Seed Mix. Award will be made by item. Delivery is to be made to Payson Airport, Payson, Arizona. SCOPE OF WORK: The contractor shall provide cereal barley (Hordium vulgare) seed and native seed mix for the Tonto National Forest. Portions of the Willow Fire in central Arizona will be treated with seed, applied by air with fixed wing aircraft. The project area covers both wilderness and non wilderness lands at elevations from 3,500 to 7,000 feet. In the wilderness, cereal barley (Hordium vulgare) will be applied to 6,768 acres at a rate of 90 lbs/ac (575,910 lbs total). In non-wilderness areas 10,520 acres will be seeded with a native mix at a rate of 35 lbs/acre (364,105 lbs total). The seed mix will contain the following: Sporobolus cryptandrus (Sand dropseed) ? (PLS) 0.25 lb/ac Western wheat (Agropyron smithii) ? (PLS) 4.5 lb/ac Green sprangletop (Leptochloa dubia) ? (PLS) 1.25 lb/ac Cereal barley (Hordium vulgare) ? (PLS) 29 lb/ac Application begins on or about July 28, 2004. Seed will be delivered to the Payson Airport at Payson, Arizona. Seed will be delivered in bulk in hopper box trailers. Arrival of delivery trucks will be staggered over time, as needed, based on storage space available during the length of the project, which is expected to last from 10 to 15 days or longer, depending on flight conditions and weather. Contractor will be required to coordinate with Government project leader to determine the quantity to ship and shipping dates. Tonto National Forest requires the following: Certified Weed Free: Seed must meet the state of Arizona?s Noxious Weed Laws. In addition, seed is to be free of Malta starthistle ? (Centaurea melitensis). Seed tests must be provided to the Forest Service prior to mixing on any lots used. Forest Service reserves the right to independently sample any and all lots. Payment will not be made for any shipments that do not meet the test criteria. The NAICS code is 424990 with a size standard of 500 employees for a non-manufacturer.
