Description

The Department of Commerce, National Weather Service (NWS) intends to negotiate on a noncompetitive basis with INH Technologies in Bendbrook, TX to purchase 100 Remote Off-Air Monitor System (ROAMS) RF Transmitter Monitors. These ROAMS have been developed by INH Technology and are designed to assist in determining problems that may occur at NOAA Weather Radio (NWR) transmitter sites, both local and remote. When installed at a transmitter site, the ROAMS monitors the status of several key operational parameters of the transmitter system at the site. When it detects an error or fault condition in the monitored parameters it reports that condition by placing a telephone call to a designated location. ROAMS also is used by the Console Replacement System (CRS) to capture NWR specific area message encoder messages for validation purposes. This is not a request for competitive proposals; however, interested companies may submit a written capability statement listing data and documentation which demonstrates an ability to furnish a system capable of meeting the previously cited requirements. This must be received by the Government within 15 days from the posting of this notice. A determination not to open the requirement for competition based upon responses to this notice is solely within the Government?s discretion. This is a simplified acquisition with an estimated value of less than $100,000. See Note 22.
